The Liquor, Gaming and Cannabis Authority of Manitoba (LGCA) regulates the province’s liquor, gaming, cannabis, and horse racing industries. We license liquor sales, service and manufacturing; gaming employees, products, events and operations; retail cannabis stores and cannabis distributors; liquor and/or cannabis delivery companies; and horse racing participants and horse racetrack operators. We strive to serve the public interest by regulating these industries in a respectful, impartial and balanced manner.

The LGCA is seeking a highly motivated individual to work within the Commercial Licensing Department, which is part of the Operations Unit. The investigator is responsible for a variety of complex investigations across the LGCA’s regulated industries.

**Qualifications**:

- A degree in criminology, psychology, sociology, investigation, law enforcement and/ or Canadian law, and 5 to 10 years of experience conducting complex, diverse, in-depth and confidential investigations. A combination of education and experience may be considered.
- Knowledge and training in conflict resolution and investigative techniques including mediation, interviewing and interrogation.
- Excellent communication and interpersonal skills to effectively communicate with staff, clients and stakeholders.
- Attention to detail, impartiality and sound judgment, with demonstrated problem-solving, decision
- making and analytical skills.
- Excellent research skills and the ability to gather facts and data.
- Strong written communication skills to prepare specialized reports, briefings and recommendations that can withstand scrutiny in a fact-finding environment.
- Demonstrated political acumen and respect for others to handle sensitive and confidential matters.
- Strong organizational and time management skills with the ability to plan, balance and manage multiple work demands and deadlines.
- Demonstrated ability to work independently as well as in a team environment.
- Proficiency with Microsoft 365 and specialized databases [e.g., the Regulatory Management System (RMS)].

**The following qualifications are desired**:

- Knowledge and understanding of the LGCA’s regulated industries, business structures, regulatory environments, corporate documentation, basic accounting and financial investigations.
- Proficiency in French.

**Duties**:
The Investigator is responsible for independently conducting specialized, in-depth, and confidential investigations across all the LGCA’s regulated industries. The incumbent approves investigations and licences within scope and provides factual and objective recommendations to management for complex and high-risk files. The incumbent evaluates sensitive intelligence, conducts research, interviews applicants and provides multifaceted analysis. The incumbent also presents evidence at administrative or criminal tribunals and resolves disputes between licensees and patrons.

- An eligibility list may be created for similar positions and will remain in effect for 12 months.

- A positive attendance record will be a consideration in the screening process.
- Satisfactory work performance in the preceding 12 months is required.
- A satisfactory criminal record check verified by fingerprints is a condition of employment.
- A satisfactory child abuse registry check must be produced and maintained.
- A satisfactory drivers abstract must be produced and maintained.
- A valid Manitoba’s driver’s licence, access to a vehicle and ability to travel periodically throughout Manitoba are required.
- The incumbent must have a valid Canadian passport as occasional travel may be required.
- Ability to occasionally work irregular hours involving evenings, late nights and weekends.
- Must qualify under The Liquor, Gaming and Cannabis Control Act to be appointed as an Inspector.
