**Role**:
You will be responsible for providing input and work effort into policies and processes at a Branch level. This position also has a direct impact on the implementation of the compliance framework by identifying areas of non-compliance or high risk, and then working with institutions to resolve these issues.

Reporting to the Manager PAD, the Institutional Compliance Specialist is part of a team responsible for the designation and compliance of institutions with Student Financial Services Legislation, guidelines, and all applicable rules.

You will execute quality reviews and investigate non-compliance, under the direction of the PAD Manager, which support compliance and enforcement of the Student Financial Service guidelines and legislation with the following activities:

- Consistently work on improving the designated institutions compliance framework and designated institutions accountability framework by supporting risk management activities through proactive education and mitigation strategies
- Lead PAD team in creating policies, processes, and overall improvements to designations and SFS risk mitigation activities and create compliance related policies and processes
- Work closely with the other areas in the Ministry to focus compliance activities of both divisions to streamline process for the Ministry and to explore needs and options for compliance on other post-secondary schools
- Conduct reviews of Student Aid disbursements and adherence to Student Financial Services legislative and program requirements
- Draft recommendations, briefing notes, and information summaries related to loan repayment rate evaluations
- Conduct reviews of the PCCs to ensure compliance under legislative authority
- Manage the active status of the Alberta Institution Designation Agreement (AIDA) and other contractual requirements
- Monitors designated institutions' student loan repayment rates and leads annual evaluation and benchmarking of institutional performance
- Identifying compliance concerns in the work undertaken by the SFS and PCC units
- Additional interactions with institutions, students and Albertans occur to address inquiries regarding governance of SFS programs.
- PASO Unit other duties, as required

**Qualifications**:
University graduation in a related field plus 4 years progressively responsible related experience; or equivalent as described below.

**Equivalency**:

- Directly related education or experience considered on the basis of:

- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.

**Assets**:

- A minimum 4 or more years of relevant experience or in compliance background
- Experience with policy development, project management, data analytics, and legislation compliance work
- Knowledge of provincial and federal legislation
- CPA, IIA, CFE or other similar designation or working towards completions is an asset
- Advanced Proficiency in the use of MS Excel, MS Project and Project Server
- Substantial Knowledge of Ministry Related Policies such as Professional Practice Standards, Regulations and Legislations governing the operations of the Ministry of Education
- Knowledge of project and grant management policies, principles and techniques.
- Negotiation and conflict resolution skills, including ability to mediate conflicting interests
- Knowledge of approaches for stakeholder communications and program management
- Must demonstrate excellent interpersonal, communication, resource management, organizational and decision-making skills
