The Human Relations Advisor is responsible for the overall planning, organizing, implementing and evaluation of all HR strategic areas related to human resources and labour relations for Victoria ARC.

**HOURS**:

- 37.5 hours per week

**KEY RESPONSIBILITIES**:
**Labour Relations**:

- Acts as the primary Labour Relations contact for Victoria ARC (BCGEU) and Nanaimo New Hope Centre (CLAC)
- Accepts and responds to grievances, in consultation with the Executive Director and Regional HR Manager, within appropriate timeframes.
- Interprets the Collective Agreement and assists with negotiations and bargaining of collective agreements
- Acts as a member of Labour Management Committee.
- Remains current with legislation, arbitration decisions, and collective bargaining contracts to assess industry trends.
- Liaises with Regional and DHQ HR department and union representatives as necessary.

**Employee Relations**:

- First point of contact for complaints and conflict resolution under The Salvation Army Workplace Harassment, Discrimination and Violence Prevention, Territorial Abuse and Code of Conduct policies.
- May act as 2nd investigator/note taker for formal workplace investigations.
- Serves as a link between management and employees by handling questions and helping resolve work-related problems.
- Conducts exit interviews to identify reasons for employee termination and prepares periodic reports.

***Performance Management**:

- Acts as a resource to management team on performance management.
- Attends coaching and disciplinary sessions, drafts and/or review documentation
- Ensures compliance with Regional HR/DHQ requirements for terminations (i.e., seeks approval from Regional HR Manager for layoffs or termination with/without cause).
- Ensures completion of performance appraisals (PEAC) as per TSA policy and audits annually for Victoria ARC completion
- Works with managers to produce reports on attendance management

***Compensation, Benefits, Job Design**:

- Ensures Territorial employee benefit and RRSP programs are consistently applied within Victoria ARC and that the administration of these programs complies with the terms of the master contract(s).
- Processes compensation requests in accordance with internal and territorial HR procedure (obtains Regional HR approval for non-union salary transactions).
- Develops and updates job descriptions based on TSA standards and collective agreement requirements.
- Assists managers with staffing models and schedules.

***Recruitment**:

- Delivers recruitment services including front-end needs analysis in consultation with managers, job posting, sourcing, interview process, selection and employee offers.
- Participates in interviews for front-line employees.
- Develops and provides questions and scoring guides to Victoria ARC management, coordinates interview panels, administers, and evaluates applicants.
- Participates in hiring decision and checks/verifies references and prepares letter of offers.
- provides current and prospective employees with information about policies, job duties, working conditions, wages, opportunities for promotion, and employee benefits.
- Builds strong relationships with local organizations, recruitment agencies, educational institutions, learning and development suppliers to enable Victoria ARC to achieve overall business objectives.

**Orientation**:

- Coordinates arrival of new employees including arranging required on-line policy training, sign-off of policies, handbook, and liaises with departmental management to ensure on-the-job training as appropriate.

***HRIS/Payroll**:

- Enters all new employee information in HRIS (UltiPro), updates system for status changes, rates changes, resignations of employment.
- Oversees payroll processes, including scheduling, timekeeping, and approvals.
- Liaises with THQ Payroll department & Regional HR as required for all payroll policy related matters.
- Monitors bi-weekly reports, including payroll registers and detailed summaries.
- Closely monitors vacation and other leave requests, ensuring paid time-off banks are accurate and current
- Works closely with the management team, providing payroll and HR guidance on behalf of the employer.

**Policy and Procedures**:

- Draft and distribute communication to local management regarding changes to policy or policy reminders
- Updates the employee handbook as required.
- Assists in the development and implementation of programs that will drive increased employee satisfaction and commitment levels such as employee surveys, employee communications and employee recognition and events.
- Participates as a member of the ministry unit’s leadership team ensuring high standards of service delivery, participates in policy development, strategic planning, and accreditation
