Health Sciences North (HSN) is seeking an innovative leader for the position of Manager, Capital Planning to Oversee HSN’s Oversee facility design, new construction, and renovation aspects.

**KEY FUNCTION**:
Oversee facility design, new construction, and renovation aspects.

**REPORTING**:
Under the general direction of the Director, Facilities Management.

**DUTIES**:

- Coordinate the design and construction of capital projects, administer the construction contract, and approve change orders and progress draws.
- Supervise the progress of construction projects and intervene as required.
- Coordinate and supervise all infection control measures (e.g. construction in a health care facility) to ensure they are adhered to.
- Review and provide recommendations on all requests for quotations received within the department.
- Negotiate cost saving measures and other contractual items related to the tendering process.
- Determine priorities and space allocation, and ensure department needs are addressed.
- Prepare computerized project schedules for construction projects and maintain accurate costs associated with the construction projects.
- Create construction budgets and design briefs for all construction projects.
- Establish and manage required user groups during the design and construction stages to undertake value engineering reviews, and make recommendations to the Construction Project Director.
- Coordinate all aspects of construction and building commissioning with Building Services.
- Review standard practices/procedures and make appropriate changes or recommendations.
- Plan, investigate, recommend, and implement methods of streamlining and increasing efficiency.
- Design, promote, and facilitate the use of systems to ensure services provided are consistent with program and professional standards.
- Participate in the preparation of the Capital Planning fiscal budget and business plan.
- Provide support to the manager and supervisors of HSN’s maintenance and operation departments.
- Assist with inspection meetings for deficiencies and prepare list of deficiencies.
- Liaise with construction supervisory staff on daily activities, architects and mechanical/electrical consultants on design issues, and with the equipment and furniture planner.
- Liaise with building officials and fire prevention officials of the City of Greater Sudbury.
- Ensure all health and safety items are adhered to.
- Ensure a safe environment for patients, staff and visitors; investigate and report and take or direct corrective action as appropriate on incidents.
- Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
- Provide hospital wide, on-call coverage for problems and serious issues after hours and on weekends according to scheduled rotation.
- Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
- Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.
- Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.
- Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
- Ensure a safe environment for patients, staff and visitors; investigate report, debrief and take or direct corrective action as required on incidents.
