Position Overview

This position is accountable for managing the ongoing implementation, maintenance and modernizing of the City of Burlington’s Housing Strategy. This role is responsible for the coordination of an interdisciplinary team including staff from Community Planning, Finance, Government Relations, Legal, Customer Experience, Burlington Lands Partnership, Burlington Economic Development and others as needed. It is also responsible for building relationships, coordinating joint work and pursuing funding opportunities with external parties, including senior levels of government, Halton Region, not for profit housing organizations, developer associations, and resident associations and interest groups.

**Responsibilities**:
The Manager, Housing Strategy is responsible for:
- Coordination of external partnership and building closer relationships with actors in the housing system. This includes development partners, housing advocates, non-profit housing providers such as InDwell or Habitat for Humanity and agency partners such as Halton Community Housing Corporation.- The work will entail coordination of these stakeholders to create partnerships among the various groups, to align objectives and timing of initiatives and investments, and to navigate challenges that may arise among these stakeholders.- Liaison to City processes, ensuring that key investments avoid errors or delays and are connected with a process navigator to aid them through City approvals.-
- Funding opportunities may include those for the City to invest in partnerships that will create housing, funding that may contribute to City programs and incentives, or funding to conduct research and policy work that will enable housing and support the objectives and actions of the Housing Strategy.- As the strategy matures work will include some elements of advocacy, connections to the work being undertaken by Burlington Lands Partnership, and connections among various departments all supporting the objectives of the Housing Strategy.- Maintaining connection with elected officials at the Federal, Provincial, Regional and Municipal level.- Monitoring and reporting on progress of the actions in the Housing Strategy. It will also be responsible for updating the Burlington Housing Strategy to ensure that it continues to target the evolving needs of the City. These updates will entail ongoing research of trends in housing in the area and more broadly, as well as research of innovative approaches that respond the changing needs.

**Requirements**:
A University Degree in Business Administration or Land Use Planning or related field of study. Certificates related to Social Services, Public Policy, Business Administration, Economics, Project Management, Land Use Planning, or Real Estate Development and/or Financing would be an asset. The role requires at least four (4) to seven (7) years of progressive experience at the municipal level. Your leadership skills are complemented by proven project management, change management and relationship building skills. Effective communication, facilitation, negotiation and conflict resolution skills are essential as is a commitment to ensuring an exceptional customer experience for users of City services. Extensive knowledge of the policies, rules, legislation, standards and regulations governing housing strategy activities. Thorough knowledge of best management practices and principles, as well as continuous improvement methodologies. Strong strategic skills, customer focused and can foster an environment of communication and collaboration.

This position may require occasional travel between sites and/or City facilities.
