**Manager, Recycling Operations**

The Alberta Recycling Management Authority (ARMA) acts on behalf of the province to oversee end-of-life processing of tires, electronics, paint and used oil materials and provide oversight to Extended Producer Responsibility (EPR). **Position Summary**:
The Manager, Recycling Operations leads the team responsible for acting as ambassadors of the ARMA programs, working with registered processors and collection sites to optimize our recycling systems and practices. The Manager, Recycling Operations plays a critical role in Alberta’s recycling system through enabling a standard of excellence across the network of over 400 collection sites and ~30 material processing facilities throughout the province of Alberta. Using a combination of strategic and practical methods, the Manager, Recycling Operations is responsible for regular inspections at collection sites and processor sites registered with the electronics, paint, tires and used oil materials recycling program (“the Programs”) to ensure compliance with ARMA’s requirements.

**CORE RESPONSIBILITIES**

**Leadership & Program Management**

1. Work with the COO, Director of Stewardship Programs, and other internal teams to develop programs, policies and procedures to implement ARMA’s objectives, assess existing procedures, and devise new ways to improve ARMA’s risk management framework.

2. Responsible for the strategic and operational oversight and leadership of the inspection team, including ensuing smooth day-to-day operations of the team, upholding occupational health and safety (OHS) requirements as a priority, ensuring required training, policies and equipment (i.e., PPE, vehicles) are available to staff in order to perform their duties safely.

3. Provide development and mentorship to direct reports including job-specific training (ensuring knowledge of OHS legislation and environmental management systems remains current), professional development, performance management, and recruitment.

4. Be the point of contact for collection site and registered processors on compliance issues, and responsible for tracking and follow-up to ensure all issues of non-compliance and required corrective actions are appropriately documented and resolved in a timely manner.

5. Review reports prepared by team for processor, collection site, grant project, and other inspections across all programs. Discuss and recommend appropriate follow-up actions to the COO, when required, to ensure compliance with program requirements and funding terms and conditions.

6. Communicate regularly with other internal teams, specifically with the Director of Stewardship Programs as required to ensure all non-compliance collection site and processor issues are managed appropriately.

7. Effectively manage the department budget and ensure effective utilization of available resources.

8. Establish and maintain ongoing communications and reporting to ARMA Senior Management regarding the data and information collected by the inspection staff.

9. As required, assist the COO, with external consultants and registered processors on special projects or reviews requiring access to processor facilities (e.g. environmental, health and safety audits). As needed, follow up on any deficiencies or issues coming out of reviews conducted by external parties.

11. Support other divisions to carry out compliance audits and in-field support, including but not limited to liaison visits of potential registrants.

**Program Analysis & Reporting**

1. Optimize the operations of the inspection team and effective use of data and information collected through timely program analysis and reporting to ARMA operations leadership.
