Job Summary

As a technical expert, leads the Life Cycle Management (LCM) activities of various surveillance systems. Provides technical expertise, leadership, recommendations and advice in support of the Life Cycle Management (LCM) activities. Defines the return to service (RTS) standards preventive, corrective, installation and commissioning procedures.

This position is for LCS Surveillance Information Node (SIN) Technology within NAVCANADA

Key Accountabilities:

- Coordinates the work of employees and assumes responsibility for overseeing all internal and external stakeholders involved with the lifecycle management tasks.
- As technical lead for assigned projects and systems, administers a work plan within specified schedules, and allocated budgets; distributes workload, coordinates and oversees tasks.
- Conducts feasibility studies and engineering investigations in the maintenance of various systems.
- Completes trend analysis of in-service systems including asset management, Mean Time Between Failure (MTBF), Mean Time to Recover (MTTR) and system availability using CMMS and other tools.
- Validates and documents maintenance activities ensuring compliance to ICAO requirements and restoration procedures.
- Prepares plans and designs; performs research and development; investigates operational problems; conducts safety analysis, evaluates deviations to standards as submitted by technical operations and engineering, and provides waivers after ensuring that safety is not compromised.
- Evaluates client’s systems requirements; analyzes complex technical and operational problems; identifies innovative technical solutions; coordinates civil and electronic engineering projects on site; accepts, commissions new facilities/systems/equipment; conducts the post-project review; manages the life cycle of configurations.
- All LCM activities must be conducted in compliance with the Engineering Quality Management and Improvement System (EQMIS) with understanding of ANSTSP and ISO 9001 and 14001 requirements.
- All LCM activities to be conducted in accordance to the Safety Management System (SMS) and conduct facilitation of safety activities.
- Participate and can lead some activities in accordance to the Scaled Agile Framework

Job Requirements

**Education**:

- Successful completion of secondary school and completion of a full-time post-secondary program in electronics technology at a recognized institution or equivalent.

**Experience**:

- Extensive technical experience with surveillance systems and/or network infrastructure and network communication protocols. Hewlett Packard and Cisco devices
- Experience in the repair, maintenance, installation, or training of surveillance or network equipment in operational environments.
- Experience with MAXIMO or similar CMMS for asset management, work order tracking, and system trending.
- Experience with writing standards and procedures
- Experience with QNX and Windows operating systems

Knowledge (25%):

- Knowledge of the principles, techniques and practices of electrical and electronic engineering, codes and standards
- Knowledge of design, development, and life-cycle management tools / processes along with industry trends and developments
- Knowledge of techniques, methodologies and disciplines used in project and life cycle management.
- Knowledge of electronic theory, RF theory, computer systems, and network management and protocols using Hewart Packard and Cisco devices
- Knowledge of techniques and practices to maintain, monitor, modify, adapt and return to service (RTS) of electronic equipment.

Abilities (30%)
- Skills in properly interpreting complex problems in developing appropriate alternative solutions and in implementing the corrective actions.
- Ability to develop national standards and procedures for direction of field personnel;
- Ability to develop technical specifications for requests for proposals, statements of work, MOUs and agreements and contracts; compose customized detailed technical reports for internal and external use.
- Ability to analyze large data and provide summaries and recommendations.
- Strong communication skills (written and verbal)
