About the Position

Reporting to the Territorial Director, People Possibilities, the incumbent serves the mission by building the recruitment and onboarding capabilities across the Territory in a progressive manner to ensure the achievement of Territory staffing requirements through the development of processes, creation of tools, resources, and training to ensure consistent experience throughout the organization. This position provides ongoing support, through a deep understanding of processes, to continually update, troubleshoot and modernize TSA ways of working.

**KEY RESPONSIBILITIES**:
This is an exciting new role for The Salvation Army in Canada & Bermuda territory (TSA). It will be a key contributor to the development of strategy and hands-on program delivery of the recruitment and onboarding functions across the territory. Specific responsibilities will include:

- Supporting the creation, delivery and ongoing testing, monitoring and enhancements of strategy-aligned hiring, orientation and onboarding principles, tools, technology and resources to build capacity such that TSA consistently attracts, hires and effectively orients and onboards the highest quality employees
- Developing effective strategies to attract and recruit for “hard-to-fill” roles and providing expert guidance and training to TSA hiring managers to ensure effective new hire onboarding
- Designing innovative sourcing and recruitment marketing strategies relevant to different hiring populations and geographies, and establishing key strategic partnerships with online job sites such as Indeed, LinkedIn and community/post-secondary partners
- Supporting the development of a TSA employee value proposition to promote TSA as an employer of choice
- Identifying targeted approaches and guidelines for engaging external recruitment support, including a vendor management strategy, establishing performance SLAs to drive quality
- Developing, implementing and responding to Voice of the Customer engagement loops to continuously identify and lead ongoing process enhancement requirements
- Identifying and presenting relevant and impactful recruitment and staffing metrics to operational leaders to communicate progress against objectives
- Participating in the creation of talent acquisition KPIs, leveraging the insights to provide updates and recommendations on service, policy and practices
- Creating modern, engaging, effective and customizable onboarding and orientation programs, providing a seamless experience that inspires and promotes mission connection, personal belonging, organizational loyalty and retention

**QUALIFICATIONS AND EDUCATION REQUIREMENTS**:

- Minimum of 7 years of prior related experience in talent acquisition with a minimum of 3 years’ experience in leading a Talent Acquisition function
- Good working knowledge of Workday HCM, particularly the Recruitment & Onboarding modules
- Completion of a College or University bachelor’s degree in Human Resources, Business, Psychology or related field
- Registered Professional Recruiter or CHRP/CHRL or equivalent designation
- Minimum 3 years’ experience managing enterprise-wide projects
- Specialized training and/or certification in talent acquisition, organization design and/or workforce planning is an asset
- Project management training or equivalent project management experience
- Alternative combinations of education and experience may be considered
- Experience in the Not-for-Profit sector is preferred
- Experience with HRIS implementations, especially those focused on recruitment and onboarding

- Ability to connect and collaborate with stakeholders across the territory to drive alignment and ensure consistent process and messaging
- Strong strategic and process orientation
- Prior experience or good working understanding
