KEY RESPONSIBILITIES
- Leverage business analysis skills and best practice to understand and translate business and clinical problems into solutions that bring value, improve patient care, and/or improve project outcomes.
- Collaborate with stakeholders to conduct needs analysis, collect and validate business requirements and use-cases on approved projects; provide input into development of project budgets, resource plans, technical specifications, and workflow analysis in order to successfully frame projects.
- Promote and integrate benefits realization principles and frameworks to ensure the delivery of value in all digital transformation initiatives; proactively work with stakeholders to identify and forecast expected benefits while evaluating risks associated with business requests.
- Serve as a change agent by identifying change management requirements for projects, assessing environments and informing the development of change management plans (including communications, training, stakeholder analysis, resistance management, and sustainability plans).
- Develop, implement and oversee budget management processes, workflows and templates for the Digital Transformation Team in collaboration with the Finance department.
- Participate in developing, managing and overseeing the IT Strategic Plan Budgets, for both capital and operational impacts of project budgets, as well as tracking and reporting budget variances and analysis of overall budget performance.
- Support strategic planning and reporting requirements for the Digital Transformation and Analytics portfolio
- Develop presentations, briefing notes, and other forms of communications for executive audiences
- Support the evolution of Niagara Health's enterprise data analytics program, including priorities as defined in the Data and Analytics Strategy
- Participate in procurement processes, as required, as well as support the negotiation of agreements with 3rd party solution providers by facilitating communication between business stakeholders and ICT from initial requirements to final implementation.
- Effectively facilitate and communicate business needs and requirements to build strong relationships and synergies among stakeholders.
- Research and engage with industry and stakeholders at Niagara Health to ensure broad awareness of market solutions and best practices.
- Take part in the Crisis on-call rotation approximately 7 days per 16-week rotation.
- Support and encourage Diversity, Equity and Inclusion in project teams and lead by example.

**QUALIFICATIONS**:

- Community College or University degree specializing in business, science, information technology, or a health related field; Graduate degree considered an asset.
Demonstrated experience working on IT projects (e.g., infrastructure, cyber security, enterprise system upgrades, integration of systems, business intelligence, analytics platforms) as a business analyst or equivalent role.
- Demonstrated proficiency with Microsoft Suite including, but not limited to, Visio, PowerPoint, Excel, and SharePoint.
- Effective written and oral communication skills with ability to tailor communication styles to different audiences (e.g., technical, non-technical, clinical, executive).
- Experience developing and maintaining both project and operational budgets, including basic working knowledge of accounting practices and financial management best practices in a public sector organization.
- Demonstrated ability to handle a large, diversified workload with competing priorities as well as aggressive deadlines.
- Ability to build strong interpersonal relationships and work with a wide range of internal/external stakeholders.
- Exceptional time management, analytical, conceptual and problem solving skills.
- Results-oriented with sound logical thinking and ability to influence change.
- Ability to exercise independent judgment and take action.
- Highly self-motivated and self-directed with keen attention to detail.
