**The Opportunity**:
The City of Red Deer is currently recruiting for a permanent full-time **Appeals Coordinator**. The Appeals Coordinator is responsible for the efficient and cost effective management of four quasi-judicial Boards - the Central Alberta Regional Assessment Review Board (RARB) on behalf of 20+ partner municipalities; the Subdivision & Development Appeal Board (SDAB); the Red Deer Appeal and Review Board (RDARB); and the Intermunicipal Subdivision and Development Appeal Board (ISDAB) in partnership with Red Deer County.

The Appeals Coordinator is a senior position that works with limited direct supervision and reports to the City Clerk. This position has the responsibility of the ‘designated officer’ under the MGA as delegated by the City Clerk and may be referenced as the Clerk of any of the appeal Boards.

The Appeals Coordinator engages, retains and instructs legal counsel on behalf of the Boards and is responsible for ensuring administrative compliance with legislative requirements related to the appeal processes managed by Municipal governments. This position ensures that appeal Boards make legally enforceable, understandable and timely decisions in accordance with legislation.
- Degree in business, public administration or law OR Paralegal plus 5 or more years of experience working as an administrator for quasi-judicial boards.
- Certificate in Tribunal Administrative Justice (or equivalent)
- Certified Assessment Review Board Clerk
- Certified Subdivision and Development Appeal Board Clerk
- A combination of education and experience may be considered.
- Must hold (or be qualified to hold) Commissioner for Oaths appointment.
- Minimum of 3 years experience managing a highly technical, deadline driven environment with high volume outputs
- Demonstrate strong analytical and critical conceptual thinking with strong reasoning and problem-solving abilities.
- Supplementary education and experience in local government, municipal law, administrative law and leadership
- Must hold a valid driver's license and have their own transportation.

- This position requires excellent customer service and public relations skills. A high degree of professionalism is required when dealing with phone calls, correspondence and visitors in politically sensitive and often confidential work environment. A working understanding of the legislation and regulations that pertain to each Board is integral. This position requires highly developed leadership and management skills, strong coaching and mentoring abilities, and the ability to work with elected officials, board members, senior management, department professionals and members of the public.

- Excellent computer skills and advanced knowledge of Microsoft Word, Excel and Outlook

- Demonstrated proficiency at working independently using initiative to prioritize responsibilities and workload efficiently.
- Demonstrated skills in business English, spelling and punctuation and composition.
- Demonstrated ability to use sound judgement, manage a variety of tasks at the same time and meet deadlines consistently.
- Demonstrated ability to strictly maintain the confidentiality of highly sensitive information.
- Demonstrated ability to communicate effectively and courteously and to provide quality customer service when dealing with elected City officials, senior management, staff, volunteers, media and the general public.
- Proven ability to recognize, understand and contribute to team goals and objectives.
- Working knowledge of municipal legislation, bylaws, and rules of order and procedural fairness and the ability to interpret same preferred.

$42.42 to $44.66 per hour

75 hours biweekly; Monday to Friday, with occasional evening work.
