The Opportunity:

The City of Red Deer is currently recruiting to fillthe permanent full-time position of Legislative Services Board Clerk – ClientService Support. The LGS Board Clerk – Client Service Support is responsible for advanced casemanagement and secretariat support associated with the appeal functions for theCentral Alberta Regional Assessment Review Board (RARB); the Red DeerSubdivision & Development Appeal Board (SDAB); the Red Deer Appeal &Review Board (RDA&RB) and the Intermunicipal Subdivision & DevelopmentAppeal Board (ISDAB).

This position works in a heavily regulated,quasi-judicial environment with tight and demanding timelines. The Board Clerk has thorough knowledge of theprocedures, regulations and rules found in the MGA and subordinate legislationand can apply them in a responsive manner as they relate to the Boards.

This position has the responsibility of the‘designated officer’ under the MGA as delegated by the City Clerk and may be referenced as the Clerk of any of the appealboards. This position works closely withthe Appeals Coordinator to monitor and analyze activity levels of the boardsand create consistencies (where possible) among the Boards. Additionally, appointed members of the Boardsdepend on this position for guidance on procedures and technical matters thatfrequently arise.

As our preferred candidate, youwill have:

Legal Assistant Diploma or related field Certificate in Tribunal Administrative Justice plus aminimum of one year experience with administrative tribunals as either a memberor administrator Must hold (or be qualified to hold) Commissioner forOaths appointment. Work independently with a high standard ofthoroughness, accuracy and attention to detail. Manage a heavy workload, adjusting priorities within aquasi-judicial or other regulated environment. Sound working knowledge of legislative interpretation,administrative law and natural justice principles and practices. Strong facilitation skills to ensure good governancepractices and a sound decision rendering process. Analytic and logical reasoning skills Requires excellent customer service and publicrelations skills. Proven excellent verbal and written communicationsskills. Advanced keyboarding skills and proficiency withMicrosoft Office Meeting management including agenda preparation,documentation of reports, minute taking. Incumbent must have: Demonstrated proficiency at working independentlyusing initiative to prioritize responsibilities and workload efficiently. Demonstrated ability to use sound judgement, manage avariety of tasks at the same time and meet deadlines consistently. Ability to accurately select pertinent statements fromdiscussions at hearings and deliberations to facilitate the rendering ofdecisions. Demonstrated ability to strictly maintain theconfidentiality of highly sensitive information. Demonstrated ability to communicate effectively andcourteously and to provide quality customer service when dealing with electedCity officials, senior management, staff, volunteers, media and the generalpublic. Proven ability to recognize, understand and contributeto team goals and objectives.

Remuneration:

$33.38 to $35.14 per hour

Hours of Work:

75hours biweekly; Monday to Friday. Will be requiredto attend hearings on a scheduled basis during non-regular business hours(evenings and weekends).
