**GENERAL DESCRIPTION**:
This Supervisor, Bylaw Services is responsible for leading and managing resources (people, budget, equipment, contractors, and materials) to deliver services and programs provided through Bylaw Services within Community Services. The incumbent is responsible for day-to-day operations, overseeing compliance and enforcement functions, planning work schedules and programs, performance measuring, investigating high priority or politically sensitive files and ensuring that each compliance/enforcement section is functional, responsive and efficient in the delivery of the services provided. Primary responsibilities of this position include:
**Employee Development**: Performs supervisory tasks for assigned team members. Works with team to plan and balance workload. Ensures teams are managed fairly and consistently and that work processes are followed. Recruits, mentors, coaches, and provides support to staff.

**Research and Implementation**: Participates in the continuous research, development, improvement and implementation of effective departmental strategies, policies, procedures, tools, and guidelines based on the municipality’s best practices. Analyzes the effectiveness of departmental programs and makes suggestions for further improvement. Provides input to department business plans, initiatives, and budget to ensure continuous achievement of departmental goals.

**SKILLS REQUIREMENTS**:

- Ability to establish and maintain effective working relationships with managers, employees, leaders and external stakeholders and interact in a manner that builds trust, credibility and rapport.
- Negotiation, conflict management, communication, interpersonal, investigation, mediation, and analytical skills.
- High emotional intelligence capacity including the ability to deal effectively with ambiguity, remain calm and neutral in conflict situations.
- Proven ability to be discreet, keep all information and documentation strictly confidential, and respectfully and sensitively resolve issues.
- Ability to lead and empower people, strong organizational skills, and uses innovative approaches in situations involving rapid change, shifting priorities, and/or simultaneous demands.
- Proven ability to make sound decisions, sometimes under stressful conditions.
- Proficiency in Microsoft Office programs (Word, Excel, PowerPoint, Outlook).

**EDUCATION**:

- Diploma in Criminology, Law Enforcement, Police Science or graduation from an accredited Police Academy is required.
- An equivalent combination of education and work experience may be considered.

**EXPERIENCE**:

- Seven (7) years of experience working in a bylaw operations or comparable law enforcement environment, including operational support or operational administration is required.
- Two (2) years’ experience in a leadership/supervisory capacity is required.
- Experience working in a public-sector environment with unionized and non-unionized employees considered an asset.

**OTHER REQUIREMENTS**:

- Ability to acquire and maintain an RCMP enhanced reliability security clearance is required.
- Must be prepared to work in both the office and field environment in all weather conditions.
- A valid Class five (5) Operator’s Licence is required as incumbent will be required to operate a personal or municipal vehicle for business use on a regular basis.

As per Section 2 of the Occupational Health and Safety Act, the incumbent shall ensure, while in the employ of the Regional Municipality of Wood Buffalo, the health and safety of employees, contractors and the public.

This position is employed in a supervisory capacity. As such, the employee is required to obtain additional safety training in accordance with municipal procedures and directives.
