We are seeking a Project Liaison Officer to work in our Project Services Department. Under the general direction of the Section
Head for Liaison and Project Collaboration, will lead the development, implementation, and execution of strategies for
socio-economic initiatives on projects for the Project Management Division. The individual will act as a primary departmental and
corporate liaison with various internal and external stakeholders.

**_ Responsibilities:_**
- Performs a lead liaison role in the planning, implementing, executing, monitoring, and reporting related to Training,

Employment and Business Opportunities (TEBO) for the Project Management Division.

Business Opportunity initiatives.
- Participates in strategy development and negotiations with internal stakeholders, government organizations and Indigenous

communities on the development of socio-economic and other ad hoc/logístical initiatives.
- Facilitate cross-functional teams with external and internal partners (including First Nations, provincial government,

contractors, and MB Hydro representatives) to ensure the effectiveness of the TEBO strategies, fulfillment of contractual
obligations and determine potential alternatives.
- Maintain communication with other department liaison project leads, including Indigenous Relations, Supply Chain

consistent delivery of service needs across the projects.
- Identify potential implementation conflicts, anticipate possible outcomes, and recommend options.
- Interpret, abide by, and communicate with Project Teams regarding partnership and project agreements.
- Research and maintain familiarity with existing market and labor industry related to local stakeholder business opportunities,
- training, and employment in the context of major construction projects.- Responsible for the preparation of Purchase Orders, Executive Recommendations, Agreements, Briefing Materials,

Correspondence, Discussion Papers, Reports, Presentations, and contracts related to TEBO and the Project Management
Division.

**_ Qualifications:_**
- A Degree from a University of recognized standing in a relevant discipline, plus five years of directly related experience of

which minimum two years in a complex project environment would be considered an asset.
OR
- A two-year diploma from an institute of recognized standing in a relevant program, plus seven years of directly related

experience of which two years is in a complex project environment.
- Demonstrated experience with communication plans, working with contracts, employment and/or training initiatives and/or

- Must have the ability to communicate in a clear and concise manner, both orally and in writing. Demonstrated experience
- writing reports is an asset.- Ability to plan, organize and control activities of various concurrent work assignments within area of responsibility.
- Aptitude for reviewing and interpreting complex legal agreements and policies.
- Demonstrated organizational skills, high degree of initiative and the ability to work independently, while functioning in a team
- environment within a matrix organizational setting.- Highly developed personal computer skills, including experience with document management collaboration tools, word
- processing, spreadsheets, scheduling and databases.- Must be prepared to travel, including small aircraft travel and work outside normal business hours.
- Possess a valid Province of Manitoba Driver's Licence.
