**Responsibilities**:
PRIMARY PURPOSE
Manages the trolley overhead (TOH) network construction, and project management in development, design, inspection, implementation and monitoring stages; and component design. Ensures the organization’s trolley overhead infrastructure is optimized and maintained through effective management of employees and related projects, including management of Power Line Technicians engaged in trolley overhead (TOH) network construction.
KEY ACCOUNTABILITIES
Provides direction and leadership to employees engaged in trolley overhead (TOH) network construction. This includes participating in hiring and termination decisions, motivation and performance management of staff. Maintains and establishes safe work practices for staff. Plans, prioritizes and schedules work to be performed by employees and outside contractors, including repairs, inspections, tests and regular maintenance of trolley overhead network construction.
Manages projects of varying scope. Participates in the development of project budgets, monitors expenses, identifies and corrects variances, verifies and approves invoices for payment within spending authority. Participates in determining project requirements, potential issues and appropriate solutions, and prepares cost and resource (staff, contractors etc.) estimates.
Provides supervision in designing plans. This includes preparing trolley overhead layout designs and collaborating with TOH team in achieving optimal work plans.
Manages the implementation and monitoring of projects. This includes establishing work priorities and conducting status reviews to ensure project is completed on schedule and within budget; meeting and communicating with all staff, contractors and agencies to ensure project’s overall progress and to resolve issues; coordinating site availability for construction; conducting inspections; monitoring work to ensure TOH construction safety standards are met.
Identifies and designs special TOH components requirements and reviews and recommends TOH components submitted for product approval. Oversees acquisitions and conditions assessments of various pieces of equipment and identifies non-inventory items required for overall maintenance.
Participates in the Safety Committee meetings.
Participates in the selection, training and performance management of employees and/or contractors and establishes/approves safe work practices, recommending operating procedures as appropriate.
**Qualifications**:
EDUCATION AND EXPERIENCE
Diploma or degree in electrical or mechanical engineering from a recognized post-secondary institution, or AScT designation, or an equivalent level of experience in Overhead Power Distribution in line construction and maintenance. Requires a minimum of five (5) years progressively responsible experience in a Maintenance, Heavy Duty or Trolley Overhead line construction and maintenance environment. Component design and Trolley Overhead engineering specifications and construction standards in a computerized environment would be an asset.
OTHER REQUIREMENTS
Field Safety Representative (FSR) certification Level A would be an asset
Advanced analytical and problem-solving skills.
Excellent organization and time management skills
Solid leadership skills to provide direction and manage contractors.
Proficient report writing and at standard office tools including word processing, spreadsheet, AutoCAD and project management software.
**Other Information**:
Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.
