The Township of Springwater, located in the heart of Simcoe County, is a mixed urban/rural municipality with growing urban settlements and a prosperous agricultural sector. The municipality is currently recruiting for a permanent, full-time position of Division Chief - Training.

Reporting to the Director of Fire and Emergency Services, the Division Chief - Training will provide fire service training program management as well as assist with corporate health and safety training throughout the Township. The Division Chief - Training may also act as a Community Emergency Management Coordinator.

**Position Responsibilities**:
The usual responsibilities of the position are:

- Coordinate and deliver Fire and Emergency Services staff training and development.
- Monitor, evaluate and revise training programs, initiatives, and materials to ensure that they remain up-to-date, relevant and meet departmental needs.
- Make recommendations on fire department policies, procedures, guidelines, standards, techniques, and equipment.
- Conduct Occupational Health and Safety orientation and training sessions for new staff and provide training to Township employees outside the Fire Department in all areas of corporate health and safety.
- Attend and participate in the Joint Health and Safety Committee meetings.
- Liaise with various agencies including OFM, MOL, PSHSA, Industrial Accident Prevention Association and other municipalities to obtain information regarding standards and compliance in health and safety matters.
- Maintain comprehensive training records for fire services staff and volunteer firefighters.
- Operate fire trucks and perform firefighting operations at emergency scenes.
- Provide support roles for Incident Commanders or act as an Incident Commander from time to time.
- When required, perform the duties of an Incident Safety Officer.
- When at emergency scenes, observe actions and procedures of all firefighters to ensure that methods set out in the training division are being adhered to.
- The successful applicant will be required to work flexible or extended hours on occasion, as approved by the Director of Fire and Emergency Services and from time-to-time, perform on-call duties as part of a rotational schedule with the Deputy Fire Chief and Director of Fire and Emergency Services.

**Qualifications and Experience**:

- NFPA 472/1072 Hazardous Materials Awareness and Operations with mission specific skills found in Chapter 6
- NFPA 1001 - Firefighter I/II
- NFPA 1002 - Driver/Operator
- NFPA 1021 - Fire Officer I
- NFPA 1041 - Instructor I /II
- NFPA 1521 - Incident Safety Officer
- Basic Emergency Management
- IMS 100 - Introduction to Incident Management System
- Five (5) to ten (10) years direct or related experience, preferably in a municipal environment.
- Thorough working knowledge of the principles of firefighting, fire suppression, fire prevention, apparatus and equipment, and rescue operations, is required. Basic knowledge of public and private fire water suppression systems, building construction, system testing, and maintenance of all firefighting, rescue, and first aid appliances, and equipment.
- Excellent facilitation, public speaking, presentation, technical, analytical, research, organization, and time management skills.
- Good interpersonal, public relations and verbal and written communication skills
- Excellent problem solving, investigation and negotiation skills, as well as the ability to work well in a team environment and to function independently with mínimal supervision.
- Maintaining discretion and confidentiality of information is critical.
- A Valid Class DZ driver’s license in good standing with a satisfactory driving record
- Must hold a current First Aid and CPR certificate.

**Qualifications considered to be an asset**:

- Post-secondary degree / diploma in Fire Protection and Technology, Occupational Health & Safety, or related discipline
- NFPA 1021 - Fire Officer II
- IMS 250 - IMS in EOCs
- IMS 300 - Intermediate Incident Management System
- IMS 910 - Basic Incident Management System Instructor
- Certified Health and Safety member
- Community Emergency Management Coordinator (CEMC)
- Knowledge of provincial and municipal fire prevention by-law statutes, codes, regulations, and standards is required including the Ontario Fire Code, Emergency Management and Civil Protection Act, Fire Protection and Prevention Act, Ontario Health and Safety Act, and CSA.

**Rate of Pay**:
The Township of Springwater offers a competitive salary and a comprehensive employee benefit plan, including participation in the OMERS pension plan for this position. Compensation for this position is currently $86,405.64 to $101,081.64 per annum (2024 rate).
