Reporting to the Director of Operations, the Manager of Capital Projects will a ssist the Town to achieve higher performance through the strategic development, planning and implementation of the yearly and long-range capital plan for municipal infrastructure upgrades and replacement projects.
This position will lead the Capital Projects Division in the overall project management of capital projects and lead/assist project managers with the planning, project budget preparation, environmental assessment and design and construction of municipal infrastructure including but not limited to Town roads and bridges, water and wastewater, stormwater and drainage works, streetlights and sidewalks and solid waste disposal. What you will need:
A degree or diploma in a relevant Engineering, Applied Sciences or Engineering Technology program from an accredited university or college. Professional Engineer (P.Eng.) licenced in good standing with Professional Engineers Ontario; or, Certified Engineering Technologist (C.E.T.) member in good standing with the Ontario Association of Certified Engineering Technicians and Technologists
A minimum of seven (7) years of significant demonstrated project, administrative and leadership/supervisory experience with a minimum of five (5) years in a Municipal environment.
Strong technical knowledge of municipal capital works and related functions.
Demonstrated understanding of engineering theories and principles including knowledge of Canadian/American Engineering standards
Progressive experience in the engineering planning and design of municipal infrastructure and facilities including but not limited to roads, bridges, sidewalks, water distribution systems, storm and sanitary sewer collection systems, municipal drains, street lighting, traffic signals, traffic management, etc.
Knowledge of the Class Environmental Assessment process, Ontario Provincial Standard Specifications (OPSS), Ontario Provincial Standard Drawings (OPSD), Environmental Protection Act, Safe Drinking Water Act, Ontario Water Resources Act, Municipal Act, Construction Lien Act, Ontario Building Code, Occupational Health & Safety Act.
Strong computer skills and knowledge including MS Office Suite.
Project preparation and planning skills to identify and manage resources, funding, and scheduling issues. Project Management Professional Certification would be considered an asset.
Strong verbal and written communication skills to liaise with clients, stakeholders including Senior Management and Council
