**Position Summary**

Under the direction and supervision of the Director of the Jordan’s Principle Capacity Enhancement Centre of the Assembly of Manitoba Chiefs (AMC), the Policy Analyst is responsible for; conceptualizing, researching, analyzing and writing about policy issues affecting First Nations in Manitoba; strategic policy development; drafting policy options and recommendations on a number of issues affecting First Nations in Manitoba. The incumbent will assist in aligning and conceptualizing research and policy development to support regional AMC activities.

Key Responsibilities
- Research and analysis of legal, historical, constitutional, legislative, regulatory, policy, guidelines, quantitative and qualitative data, and identify existing, emerging and anticipated issues that will affect First Nations in Manitoba in order to support the advancement of First Nations in Manitoba within the context of the AMC, including:

- decisions of the AMC Chiefs-in-Assembly;
- direction from the AMC Grand Chief’s office; and
- management of the AMC Secretariat.
- Research, analyze and formulate recommendations in support of implementing new or revised policies and make recommendations on policy integration that affect First Nations, including providing advice and support toward the evaluation of policy effectiveness, and recommend improvements;
- Assists in the ongoing development of draft First Nations template laws in the five nation/language groups in Manitoba that First Nations can consider as they develop and implement their own laws;
- Environmental scanning, and reports on regional and national issues, and other processes relevant to policy implications for First Nations;
- Identification of contentious issues requiring anticipatory research, and assessment;
- Provide policy, and strategic development support on political issues;
- Write and/or edit a wide variety of documents including, briefing notes, issue sheets, correspondence, presentations (PowerPoint), speaking notes, reports, concept papers, strategies, proposals, work plans, and other documents as required;
- Maintain existing collaborative networks including, AMC mandated entities and other First Nation organizations, First Nation technical advisory groups, provincial and federal government departments and agencies, and universities and colleges in order to access information on a broad range of complex issues, which will impact on policy formulation, and integration;
- Participates as a member of a committee, focus group, task force as appointed or directed;
- Develop proposals to access funding related to annual work plan activities, and to initiate action to implement leadership;
- Maintains files including research, and historical documents; and
- Other duties as assigned.

QualificationsEducation & Experience
- Bachelor of social science or a related discipline and/or a related equivalent demonstrated experience;
- Knowledge of First Nations, culture, history, treaty and inherent rights;
- General understanding of underlying key First Nation issues:

- sovereignty and self-determination;
- Aboriginal and Treaty rights and the United Nations Declaration on the Rights of Indigenous Peoples;
- social development (including education, health, families and children, housing, Jordan’s Principle, and women and gender equality);
- economic development, developing First Nations economies; and
- First Nations fiscal relations.
- Clear understanding the mission of the Assembly of Manitoba Chiefs and the First Nation political processes that exists within the First Nations and representative organizations;
- Knowledge of statistical methods, techniques and information to develop analytical frameworks and/or equivalent experience;
- Knowledge of research methods and procedures;
- Ability to communicate effectively, both orally and in writing;
- Ability to write clearly, and creatively within tight deadlines;
- Adaptable to changing priorities, projects, and strong multi-tasking ability;
- Strong interviewing, fact-checking, and proofreading skills;
- Ability to work professionally and effectively with people at all levels within, and outside the AMC;
- Excellent interpersonal skills and ability to work co-operatively as a part of an interdisciplinary team of professionals;
- Demonstrated ability to work independently with mínimal supervision;
- Proficient in using Microsoft office (Word, Excel, PowerPoint and Outlook);
- Adhere to AMC policies and procedures with specific attention to attendance, and professional ethics; and
- Possesses a valid Class 5F Driver’s License and vehicle, work flexible hours, and travel upon request.
