Manager, Financial Analysis and Research Accounting

Under the direction of the Director of Budget and Audit Services, the Manager, Financial Analysis and Research Accounting is responsible for implementing, coordinating the development, and monitoring of the operating and capital budgets to ensure compliance with NOSM University’s policies and guidelines. This position is also responsible for the effective and efficient management of the accounting, financial reporting, and trust accounting requirements of the University.
In addition, this position oversees research accounting, and financial reporting to support research financial administration services. In this role, you will maintain records and ensure compliance to all funding agencies and NOSM U finance policies. You will conduct financial reporting on research projects, audits and reconciliation of research accounts and coordinate research accounting. This position provides direction and assistance to other members of the Research and Graduate Studies Office regarding research accounting matters.

**Leadership & Supervision**
- Indirectly supervises and directs the work of financial analyst team including providing feedback, coaching and performance management; providing leadership on coordinated workplans and workflow aligned with strategic and operational cycles.
- Contributes as an active member of the Finance Portfolio leadership team in reviewing and implementing the University’s strategic and operational goals.
- Apprises and briefs the Director, Budget and Audit Services on financial and research financial matters that have institutional, operational or relationship implications.
**Financial Analysis**
- Liaises with Budget holders to facilitate the development of complex operating and capital budgets.
- Coordinates the summarization of individual portfolio budget submissions for presentation to the Budget Committee.
- Pro-actively monitors budget to actual variance analysis on a monthly basis and follows up on variances with the responsible individuals.
- Investigates instances of over expenditures in unit budgets and offers advice on the allocation of expenses.
- Prepares detailed financial reports to budget holders as requested.
- Prepares detailed budget comparisons to actual expenditures using complex financial reporting tools.
- Prepares monthly and quarterly financial statements and budget reports for the use of Senior Leadership (EG and the President).
- Prepare presentations to the Budget Committee of NOSM U and individual portfolios and provide explanations concerning variances.
- Assists in the development and preparation of long and short term budgets and planning documents, including the annual budget and three year plan.
- Reviews, analyzes and forecasts expenditures and cashflow needs as required using professional judgement and knowledge.
- Provides financial advice and assistance to researchers and supervisors on proper accounting of transactions for submission to external funding bodies.
- Monitors transactions for adherence to approved policies with respect to initiation and approval of expenditures.
- Reviews requests for the addition of staff in portfolios and provides initial approval after review of budget and funding adequacy.
- Identifies and presents recommendations to improve controls, enhance operating efficiencies and resolve problems as they arise.
- Implements improvements in budget process and reporting on an ongoing basis.
- Provides consultations and advice to staff regarding the development of in-house policy, special project requests and procedural changes.
- Assists with the preparation of audited financial statements, including the financial statements for Ministry of Health funded programs for review and audit.
- Assists with the preparation of the working papers, schedules and statements for incorporation in the NOSM University financial statements.
- Represents Unit on various committees as directed by Director.
- Ensures compliance with Generally Accepted Accounting Principles in the preparation and recording of financial transactions.
- Ensures compliance with CAUBO/COFO financial reporting requirements.
- Ensures compliance with various taxation regulations.
**Research Accounting**
- Act as the primary liaison and key resource for the organization on research accounting matters, providing expert guidance and advice to stakeholders at all levels.
- Develop, implement, and enforce policies and procedures related to research accounting in alignment with funding agency requirements, institutional policies, and best practices.
- Keep abreast of changes in regulatory frameworks, funding agency guidelines, and industry best practices related to research accounting, and incorporate relevant updates into institutional policies and procedures.
