Shared Health leads the planning and coordinates the integration of patient-centred clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

**Position Overview**:
The Bio-Safety Officer is designated to oversee the biosafety and biosecurity process of the laboratories of Shared Health Diagnostic Services and ensure compliance with all applicable legislation (Federal, Provincial, and Municipal).

**Experience**:

- Minimum three (3) years full time or equivalent years part-time,(with a minimum of 25% dedicated to biosafety program management) of professional biological safety experience
- Demonstrated experience working with various applicable legislation including, but not limited to:

- The Human Pathogens and Toxins Act (HPTA)
- Canadian Biosafety Standards
- Human Pathogens and Toxins Regulations (HPTR)
- Canadian Biosafety handbook
- Demonstrated experience writing, reviewing and revising policy and procedure
- Demonstrated experience in disaster, emergency response and pandemic planning
- Hands-on experience in biological safety and security program implementation and management in the drafting, auditing, presentation, training and enforcement of biological safety practices

**Education (Degree/Diploma/Certificate)**:

- Bachelor’s degree in a physical or biological science discipline from an accredited education institution. Specialty in Laboratory Sciences is an asset
- Medical Laboratory Technologist Diploma or equivalent qualification
- Formal training as an auditor/inspector is an asset
- Must meet BSO requirements as outlined in Canadian Biosafety Standards (CBS), Canadian Biosafety Guidelines (CBG), Human Pathogens and Toxins Act (HPTA) and Human Pathogens and Toxins Regulations (HPTR)
- Have an adequate combination of education, training, and experience to prove a knowledge of laboratory biosafety appropriate to the risks associated with the controlled activities being conducted may be considered

**Certification/Licensure/Registration**:

- Active license/registration with the College of Medical Laboratory Technologists of Manitoba (CMLTM)
- Current registration with The Canadian Association for Biological Safety (obtain within 1 year of onboarding)
- Current membership with applicable professional association (such as CSMLS)
- Teaching credentials for the Transportation of Dangerous Goods (TDG)
- Teaching credentials for the International Air Transport Association (IATA)
- Active Manitoba Driver’s License

**Qualifications and Skills**:

- Knowledge of microbiology appropriate to the risks associated with the controlled activities being conducted within Shared Health facilities
- Knowledge and understanding of applicable federal, provincial and municipal regulatory legislation, standards and guidelines
- Knowledge of emergency Microbiological safety issues, Occupational Health and Safety issues, Bio-Safety disaster planning and emergency issues
- Understanding of safe methods for manipulating, studying, producing and containing infectious agents and biological hazards
- Strong time management skills; must be able to work under pressure to meet competing demands and deadlines and deal effectively with difficult and sensitive situations
- Advanced problem-solving skills with an ability to work with various individuals from diverse backgrounds
- Effective verbal and written communication skills
- Ability to teach with an emphasis on Bio-Safety topics
- Ability to facilitate change and work through conflict situations in a positive manner
- Ability to use a personal computer (Microsoft Office Software) with strong technical aptitude
- Working knowledge of privacy and confidentiality of personal and medical information

**Physical Requirements**:

- Work is divided between an office environment and Shared Health sites/facilities
- Regular/as required travel to Shared Health sites/facilities will be necessary
