**Position Summary**:
Reporting directly to the CAO, the Human Resource Manager is responsible for the development and implementation of human resource policies, programs and procedures as well as leading activities regarding human resource planning, recruitment and selection, collective bargaining, labour relations, training and development, health and safety, compensation and pension and benefits.

**Key Responsibilities**:
Ø Assist with staff planning requirements in conjunction with Managers, Department Heads and Chief Administrative Officer;
Ø Create job descriptions and monitor for accuracy, consistency and completeness;
Ø Establish, implement and monitor performance management system and succession planning procedures;
Ø Recruitment, Selection and Orientation processes;
Ø Conduct research in preparation for collective bargaining;
Ø Lead collective bargaining;
Ø Oversee and participate in the grievance and arbitration process;
Ø Advise and assist managers on the interpretation and administration of the collective agreement, policies, programs and best practices;
Ø Remain current with best practices, legislative changes and industry standards;
Ø Develop, recommend and implement Human Resource policies and procedures including recruitment, health and safety, compensation, etc.;
Ø Inform employees about policies, job duties, working conditions, wages and opportunities for promotion;
Ø Provide research and advice on all Human Resource issues;
Ø Other duties as assigned.

**Knowledge Skills and abilities**:
Ø Human Resource Degree from a recognized University;
Ø Minimum of 5-7 years progressive Human Resource Management experience;
Ø Human Resource (CPHR) designation or working towards is considered an asset;
Ø Demonstrable experience in all areas of Human Resources Management;
Ø Knowledge of legislative requirements such as Occupational Health and Safety Act, Employment Standards Act, Privacy Act, Manitoba Human Rights Code, Workers Compensation Act, Manitoba Labour Standards Act, Labour Relations Act, etc.;
Ø Strong written and oral communication skills;
Ø Must have experience in problem solving, negotiating, interviewing and research;

**Salary**: $35.05-$41.52 per hour

Expected hours: 40 per week

- Secondary School (preferred)

**Experience**:

- Human resources: 5 years (preferred)

Licence/Certification:

- CPHR Designation (preferred)
- Human Resource Management Certificate (preferred)
