Detailed Overview:
**Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families**:
The Evaluation Specialist provides program evaluation consultation services to Fraser Health (FH) decision-makers in consultation with the Director, Department of Evaluation and Research Services (DERS). Provides leadership in the evaluation of program and service design. Employs research methods for the identification, collection, analysis and interpretation of outcome measures for programs or specific projects. Carries out reviews of related research and links evidence to the evaluation process.
**Responsibilities**:
- Provides consultative services for programs requiring evaluations for the planning, coordination and implementation of program evaluations. Works collaboratively with other programs and departments.
- Conducts evaluability assessments to assess feasibility of planning and conducts evaluations.
- Develops evaluation plans by reviewing evidence-based literature, identifying key stakeholders, developing logic models, identifying meaningful key performance indicators for structure, process and outcomes, developing the research design and data collection methods, specifying data collection instruments, developing data analysis plans for both qualitative and quantitative data, and recommending budget, resourcing and timelines for implementation.
- Co-ordinates and conducts the implementation of evaluation plans and analysis of data. Provides regular progress reports to program client as needed and requested.
- Organizes and interprets data, develops written reports and presentations, with client input, and presents final results to clients and other stakeholders as required.
- Evaluates provision of services to clients.
- Provides support, guidance, and expertise, as necessary to other programs undertaking evaluation processes.
- Plans and conducts workshops on program evaluation as part of the departments education program.
- Develops evaluation framework for research capacity building.
Qualifications:
**Education and Experience**
Master's Degree in a health related field, economics, or business management; including course work in evaluation design and qualitative or quantitative analysis. Two (2) years experience working in a health care environment or an equivalent combination of education, training, or experience.
