**SUMMARY OF DUTIES**
Reporting to the Fire Chief, provides strategic leadership and effective subordinate management to the Technology and Analytics Specialist - Fire and oversight and guidance to the Senior Project Manager - Fire and their respective functional areas. Will assume the lead accountability for the development, implementation, rollout and monitoring of Hamilton Fire Department’s strategic & operational plans, continuous improvement, performance and quality management and associated asset management requirements. with the objective of driving change that will positively affect the performance of the Hamilton Fire Department and enhance service delivery to the community. Instils a customer service focus and leads the integration of a results-based accountability process within the Fire Department. This role is responsible for the updating of the 10-year Service Delivery Plan in 5-year increments. This includes the implementation of action items coming from successive Plan updates including the defining and tracking of measurable outcomes with the objective of driving change that will positively affect the performance of the Hamilton Fire Department.
**GENERAL DUTIES**
Leads the development, implementation, and management of strategic and operational planning processes within the Hamilton Fire Department.
Leads and is responsible for the development, implementation, and ongoing updating of performance metrics for all Hamilton Fire Department divisional areas that enhance public trust and confidence.
Leads and is responsible for the development of a quantitative/quantifiable value for money service model.
Accountable for the identification of integration opportunities departmentally/corporately and the development of the corresponding action plans.
Leads and is responsible for the development and implementation of continuous improvement strategies to improve the effectiveness and efficiency of service delivery.
Champions, leads, and supports the Hamilton Fire Department people leaders for all corporate wide initiatives and programs including: Our People Survey (OPS), My Learning Connection (LMS), Performance Accountability Development (PAD) and other processes for employee continuous improvement.
Participates in development of divisional goals, objectives, strategic and annual work plans in alignment with departmental and corporate plans.
Manages staffing requirements for organizational unit. Interviews, hires and mentors staff. Supports staff performance objectives, learning needs and career development. Provides opportunities for regular staff input and feedback to enhance management and team performance.
Evaluates industry emerging trends and legislative changes; develops the applicable strategies for consideration.
Investigates and presents revenue generating opportunities that are consistent with the strategic direction of the City and the Hamilton Fire Department.
Leads and is responsible for the implementation of action items coming out of the 10-year Fire Service Delivery Plan including the defining and tracking of outcomes.
Leads and is responsible for the development and ongoing updating of the strategic planning process for the Fire Department. Prepares and present reports.
Use statistical analysis to identify performance trends and makes recommendations for project opportunities/enhanced services based on verified data testing.
Develops and deploys key performance indicator (KPI) metrics and ensures ongoing tracking, and implementation of corrective actions.
Leads the development, implementation and management of a Quality Management framework and program for the Hamilton Fire Department.
Develops internal audit regime to ensure compliance with regulation and conformance with quality management framework.
Leads and coordinates the Development Charges Review Study as required.
Researches, reviews, and recommends action plans by assessing and monitoring performance standards, determining needs by consulting with stakeholders, establishing goals, objectives and performance measures.
