**Responsibilities**:
As Assessment Review Officer you will:

- Review, maintain and manage the Town’s assessment roll in order to maximize revenue.
- Represent the Town in all assessment appeal related matters, meetings and hearings;
- Prepare all assessment appeal submissions and responses.
- Perform site inspections.
- Conduct and submit sales investigations to MPAC to add missed value to the assessment base.
- Initiate Town appeals on behalf of Region of Halton, School Boards and BIAs where errors or inconsistences are found.
- Maximize assessment growth by conducting sales investigations, submitting permits and plans to MPAC, and monitoring MPAC’s review and addition to the roll.
- Maintain a good working relationship with MPAC to rectify errors and discrepancies and assist property owners whenever possible.
- Along with the Manager, determine potential assessment loss and write-off amounts to support the annual budget process and annual audit; provide projections of assessment growth for annual budget process.
- Provide support and assistance on assessment related matters to other Town departments.
- Review relevant assessment decisions and case law.
- Liaise and communicate with property owners and their representatives regarding assessment appeal issues.
- Perform other duties as assigned.

**Qualifications**:
A paralegal license is a mandatory requirement for this position to be able to represent the Town in assessment appeal discussions with MPAC and the tax payer, and to be able to represent the Town at hearings at the Tribunal level. You also have a three-year diploma or degree and a Real Property Assessment (RPA) diploma or equivalent. You are ideally working towards completion or have completed the Municipal Tax Administration Program (MTAP) from the Ontario Municipal Tax and Revenue Association (OMTRA). Your formal education is augmented by 7 years’ related experience combined with progressively responsible positions that have resulted in outstanding leadership and a highly developed understanding of municipal government and service delivery, as well as:

- Demonstrated experience of assessment and appraisal methodologies used in property valuation for assessment purposes.
- Experience managing the entire property assessment appeals process from start to finish.
- Experience as a representative in Assessment Review Board proceedings.
- Experience with writing submissions for assessment appeals.
- Thorough knowledge of property tax principles and practices, municipal and assessment legislation, regulations, and/or requirements of the Municipal Act and Assessment Act.
- Strong verbal and written communication and interpersonal skills.
- Strong technical, research, analytical and report writing skills.
- Proficient MS Office skills.
- Proven negotiation skills with the ability to resolve complex and controversial issues related to assessment and taxation is an asset.
