Supervises business operations administration for Transportation Operations, including, staffing, financial functions, data, customer service, and the maintenance management system. Leads business optimization projects to support cost-effective, measurable, and efficient business operations and performance.
Duties/Responsibilities
- Supervises administration and operations assistants.
- Trains and supports field staff and management in administrative, financial, asset management, and time and attendance processes and systems. Writes administrative policies and operating manuals.
- Supervises efficient, cost-effective use of office space, clerical support, and office equipment. Maintains inventories of office and mobile/communication equipment, establishes replacement strategy and reserve fund contributions.
- Identifies areas for improvement across Transportation Operations, including business optimization opportunities. Analyses current business process, and develops and implements strategies to enhance efficiencies and productivity. Conducts research and data analysis, and performs metrics tracking to measure performance. Continuously assesses and refines workflows to improve and adapt to changing service needs. Collaborates with cross-functional teams to gather input and feedback on processes, and leads change management processes to ensure acceptance and implementation by staff in multiple teams.
- Creates detailed process maps and flowcharts to visualize current and future processes. Develops recommendations for process improvements based on analysis and input from stakeholders, and presents findings and recommendations to key stakeholders and management. Implements and monitors process improvement impacts over time.
- Administers operational requirements with the Service First Contact Centre (SFCC) to ensure 24-hour dispatch and emergency response for the Department and area municipalities, per contracts. Ensures callout procedures comply with collective agreements. Responds to complaints received from the public and police through the SFCC, including assigning work orders and following up with operations supervisors.
- Tests and implements systems and technology updates. Develops and supervises procedure development. Participates with users to determine design and data requirements, and develops and implements changes. Represents the team with user groups.
- Assists Manager with developing customer service standards and operational service standards. Assists with identifying and collecting data to drive standards and prepares compliance reports to inform stakeholders and management on the team’s performance.
- Works with corporate communications teams to prepare education and outreach (E&O) documentation related to transportation operations and business service levels. Promotes the team to provide public education on services provided by the team.
- Supervises and approves payroll entry for the team. Contacts HR regarding time and attendance system issues. Ensures accuracy of coding, entries, and user login information. Updates schedules for seasonal requirements. Prepares reports. Tracks and coordinates attendance management for the team.
- Administers hours of service software for the team (e.g., registers users, training, updates, reports, maintains annual subscription).
- Prepares insurance claims to recover money for at-fault accidents from the public. Accesses the Ministry’s database to obtain at-fault insurance information, reconciles with information in work orders, and makes adjustments in the financial system. Ensures records and processes comply with Ministry agreement.
