DMAH provides services and guidance to municipalities in many areas including land use planning, budget planning and finance, infrastructure development, policy and program development. The Department is also responsible for ensuring the availability of safe, suitable, and affordable housing for all Nova Scotians. Our work involves making strategic investments, leveraging new funding, and building on critical partnerships to help further position ourselves to meet current and future housing challenges.

**About Our Opportunity**:
The Master of Planning Summer Student will work on a department specific project to develop an implementation appendix to include as a third appendix to the Municipal Flood Line Mapping (MLFM) Document. The implementation appendix would be structured like the existing appendices; however, we would love to see creative and graphic ways of presenting the information. The purpose of the implementation document would be to provide municipalities with guidance on incorporating the results of a flood mapping study into their planning documents. This could include:

- steps they should take to ensure that a completed study is clearly communicated to the public
- methods to ensure that areas that may have less precise flood estimates are appropriately considered
- how to use public input to improve the study accuracy and make balanced policy
- guidance on developing and communicating land use regulations that are commiserate with the risk level
- strategies for incorporating the results of a flood mapping study into municipal planning strategies and land use by-laws
- supporting examples of how flood studies are implemented through land use plans in other jurisdictions (focusing on Canada)
- specific policy examples that consider provincial legislation and regulations

**Background**:
Nova Scotia is one of the provinces most vulnerable to the impacts of flooding and climate change, notably through the combination of land subsidence, sea level rise, and increased precipitation. Most of the development in the province is located along the coastline or major watercourses, making flooding a significant concern.

One of the tools available to Municipalities to protect public safety is the development of flood maps. MPS and LUB regulations can then be developed to control the type of development that may take place within flood-prone areas. In 1999, the Province enacted regulations under the Municipal Government Act, through the Statements of Provincial Interest (SPI), to set minimum criteria and planning standards within floodplain areas.

**Primary Accountabilities**:
The Master of Planning Summer Student will:

- Work as part of a team of professional planners to help advance planning work within the province;
- Review background material;
- Research similar documents and guidance materials produced by other jurisdictions;
- Seek guidance from the Senior Planner with DMAH who developed and is administering the MFLM Document; and
- Produce a draft appendix document including written text and supporting graphics.

You will also have the opportunity to learn about other work of the Planning Division and other divisions in the Department of Municipal Affairs and Housing.

We will assess the above qualifications and competencies using one or more of the following tools: interview(s) and reference checks.

**Working Conditions**:
Working hours are from approximately 8:30 AM to 4:30PM, Monday to Friday (35 hr work week). You will be working in a team setting with planning staff from our Municipal Affairs and Housing office. Most of the work is done in an office setting, but there may be opportunities to accompany a Senior Planner to visit municipalities and work from home arrangements.

This opportunity will have an anticipated start date of May 1, 2023 and end date of September 1, 2023.
