Reporting to the Director, Supply Chain, the Program Manager, Quality Assurance is responsible for the strategic and performance management of the Liquor Operations’ quality assurance program while ensuring alignment with the overall objectives of Manitoba Liquor and Lotteries. The primary focus of this position is to establish and maintain a comprehensive, formal, organization-wide quality management program for beverage alcohol. The position will ensure on going enhancements in the quality management program in consultation with key stakeholders.

**Duties**:

- Adopt a quality philosophy and objectives created in consultation with key stakeholders.
- Establish meaningful key and operational quality performance indicators and a regular process of reporting on them.
- Establish clear roles and responsibilities with internal stakeholders and external partners, as well as authorities including an escalation model.
- Develop a strategic quality management function and transfer the transactional responsibilities to appropriate positions within the Supply Chain and Retail Store portfolios.
- Focus on strategic analysis and performance improvement of the processes involved in the purchase, distribution, and sale of beverage alcohol.
- Create and lead a Quality Management Committee that focuses on major decisions involving quality of the products and services.
- Collaborate with Category Managers to ensure quality is a key feature of the relationship with the supplier.
- Collaborate with the Distribution Centre to evaluate product, appropriately label for stale dating, and ensure products are removed from stock if they have reached their best before dates.
- Collaborate with Retail Store Managers to ensure non-conforming product is not on the shelf and that the product is appropriately disposed of.
- Provide input into the annual business planning, including budget preparation.
- Assist with the development and implementation of Supply Chain objectives to ensure they are consistent and in alignment with the overall objectives of Manitoba Liquor & Lotteries.
- Participate in long term division planning and development of strategies and initiatives directed towards cost savings, process improvements, and best practices.
- Assist with the development and implementation of changes for continuous improvement to departmental systems and processes.
- Build and foster strong relationships with all MBLL partners
- Develop performance indicators and monitor department performance based on indicators.
- Measure departmental performance to monitor the effectiveness and efficiency of the delivery of services to internal and external customers.
- Develop and communicate action plans to address department performance deficiencies.
- Measure and report on monthly financial performance to budget.
- Develop and document a clear methodology for evaluating quality of new products and ongoing testing of all products.
- Develop an escalation model to ensure that high risk decisions about products are made based on factual data and input.
- Ensure regulatory compliance.
- Develop supplier quality record system and engage suppliers in the full quality management process.
- Define the responsibilities of the suppliers and the carriers with regards to the physical storage of the damaged or non-compliant product, as well as the risks associated with it.
- Review and update the formula of charge backs based on a total internal cost in addition to cost of the product.
- Automate processes by utilizing the Enterprise Resource Planning (ERP) and other systems/software where possible.
- Ensure the Quality documentation and logs are updated accurately on a timely basis.
- Act as the main point of contact with the Canadian Food Inspection Agency (CFIA) for any food safety concerns.
- Handle customer complaints and action accordingly.
- Manage the departmental budgets.

**Primary Qualifications**:

- Bachelor’s degree or greater in Quality Assurance, Food Science, Engineering, or Business related field.
- Minimum 10 years’ experience in the areas of Quality Assurance, Quality Control, or analysis of beverage alcohol products.
- Minimum of 5 years in a supervisory/leadership role.
- Extensive experience in establishing a Quality system and developing SOPs (Standard Operating Procedures).
- Knowledge of relevant provincial and federal legislation e.g. Food and Drug Regulations, Consumer Packaging and Labelling Regulations, Liquor License Act and Regulations, VQA Regulations, etc.
- Knowledge of Lean/Six Sigma.
- Strong leadership, analytical, and problem-solving abilities.
- Ability and experience to interact cross-functionally with all levels of the organization.
- Experience and proficiency in Microsoft 365 (Word, Excel, PowerPoint, Outlook, OneDrive, and Teams).
