About Us:
The Community Services I&IT Cluster (CSC) of the Ontario Public Service serves the Ministries of: Colleges and Universities (MCU), Education (MEDU); Municipal Affairs and Housing (MMAH) and Tourism, Culture and Sport (MTCS). The Data Collection and Decision Support Solutions Branch (DDSB) in CSC supports the ministries by providing information management tools that help enable public policy decision making, business and strategic planning, program support, comprehensive review, and continuous improvement.

The role will be working in the Data Visualization - GIS unit of DDSB. This unit works as a horizontal function to support all four Community Services I&IT Cluster (CSC) ministry partners. The unit provides spatial analysis and data visualizations using Geographic Information Systems (GIS) software, location-based services, and geospatial data to support evidenced-based decision-making in the Cluster's four partner client ministries. The unit also provides support to the program areas in their day-to-day operational activities and needs for mapping products and services.

What can I expect to do in this role?

You will:

- research trends in the use of GIS and maintain contacts with industry and other I&IT inter/intra-ministerial committees and task forces
- lead and develop geoprocessing and GIS web services
- lead and develop server-side geoprocessing and automation scripts
- identify and lead continuous improvement activities to streamline technical processes and to keep up with emerging trends in technology
- actively transfer knowledge and train team members to build technical capabilities within the unit

How do I qualify?

Technical Skills:
Advanced experience with:

- Managing & publishing services for ArcGIS Online, ArcGIS Portal and ArcGIS Server
- Experience with structured programming (R, Python).
- Experience with front-end development using.NET SDK, JavaScript, HTML, CSS, Responsive Design
- Knowledge of spatial database design, management, architecture, access techniques and data integration.
- Knowledge and experience with Azure Cloud technologies and protocols
- Knowledge and experience data transfer methodologies and structures including SOAP, REST, AJAX, XML, and JSON

Project Management, Communication, and Customer Service Skills:

- strong oral and written communication skills to prepare reports, presentations, systems documentation and training materials with proven consultation and advisory skills
- proven ability to provide practical and proactive customer service
- strong skills in project scoping and planning (risk & mitigation, schedule, communication), as well as controlling project execution
- experience with the procurement process, project management software and quality assurance
- demonstrated administrative and technical leadership skills to control project deadlines and provide technical guidance

Analytical and evaluative skills:

- You have evaluative skills to assess client needs and requirements, interpret results, and determine appropriate solutions.
- You can analyze data using a variety of methodologies and techniques (e.g., spatial analysis) and compile, produce and maintain geographic datasets.
- Identify the most efficient methods for development, evaluating software trends to provide technical advice to management.
- Conduct feasibility studies and cost/benefit analysis to determine the appropriate technology for the client.
