Position Overview
Reporting to the Manager, By-Law and Animal Services, this position is responsible to oversee the day-to-day operations at the animal shelter including daily supervision of section staff. Ensures enforcement of the Municipal Animal Control By-Laws under Parts I and III of the Provincial Offences Act as well as the provincial Dog Owners Liability Act (DOLA) legislation to keep the community safe. Responds to councillor complaints and inquiries regarding services and by-laws provided and enforced in the community.
Responsibilities- Oversee daily operations at the animal shelter, including supervision of staff. Assist staff as required with phone calls, by-laws, or animal related calls on the road. Resolve escalated customer service situations at the counter and in the community.- Assist staff with problem solving and investigating of controversial and/or challenging cases.- Responsible for the fiscal accountability of the Animal Services department budget including day-to-day purchases, cash and debit transactions, as well as monthly reconciliation and deposits to local banking institutions.- Responsible for reporting to council on variances and gapping to ensure accurate auditing and best business practices. Responsible for MOUs (memo of understanding) with other local municipalities to ensure cohesive workflows and efficient processes.- Oversees contract and correspondence with Town of Milton regarding animals in City’s care.- Manages the maintenance and repair of the animal services building, housekeeping requirements, and projected costs in accordance with provincial regulations, program policy and established best practices.- Responds to concerns brought forward from the public, Council and the Mayor relating to section enforcement procedures including animals off-leash in parks, animal attacks, and concerns over community safety with coyotes and other nuisance animals.- Responsible for drafting and updating standard operating procedures and by-laws. Ensuring enforcement of municipal by-laws as well as provincial legislation (i.e. Pound Keepers act, beekeeping act, wildlife act, etc.)- Ensuring accurate and up to date by-laws are in place and presenting reports to council to be heard. Responsible for the confidential information collected under FOI and ensuring collection and dissemination of said information is accurate and remains confidential.- Research and prepare by-laws, memorandums, correspondence, and reports as required. Provides oral and written briefings, case updates, and reports to senior staff and members of Council.- Responsible for community and media responses and engagement. Including but not limited to community engagement sessions, media scrums, public education sessions and community feedback initiatives.- Represent the department at public meetings of community groups, citizens, and business associations.- Leads monthly health and safety meetings with staff. Promotes, maintains, and oversees a safe and healthy work environment is provided to the staff and public.- Duties and responsibilities are inclusive, but not limited to the above.
Requirements
Completion of a Community College Diploma or University Degree in Veterinary Technology, Animal Care, Municipal Law Enforcement, Police Foundations, Criminology, Political Science, Business Administration or a related field. Municipal Law Enforcement Officer (MLEO) designation and/or Certified Veterinary Technician (CVT) is considered an asset. The incumbent will also have four (4) years to seven (7) years of progressive relevant experience, including two (2) years in a supervisory capacity. Experience managing an operating budget is considered an asset. Familiarity using AMANDA or similar computerized building records software is desirable. Pre-exposure vaccination for rabies and routine titre checks (every 2 years) are strongly recommended.
A valid G Class driver’s licence is required with an acceptable driver’s abstract (no more than three (3) driving related convictions or an accumulation of no more than three (3) demerit points
