Inclusion Parksville Society (IPS) is an accredited not-for-profit, registered charity. IPS provides services to individuals with developmental disabilities (DiverseAbilities) in the Oceanside community (Nanoose to Bowser).

**Job Summary **:The Quality Assurance Manager is responsible for the development, monitoring of and safeguard of Inclusion Parksville Society quality standards.

The position oversees production processes, analyzing data, and developing strategies or policies for improved/higher quality. They will collect the necessary data for the completion of the annual Performance Analysis and Outcomes Measurement Report; Quality Improvement Plans; the requirements for the Commission on the Accreditation of Rehabilitation Facilities (CARF); and OHS standards/practices. The position will also oversee and develop organizational training.

**Responsibilities**:
**1. Data Quality and Analysis**:

- Ensures all surveys are completed, processed, and summarized. This includes staff, persons served and families, stakeholders, members, the Board, and any other ad-hoc surveys.
- Ensures all persons served have a Person-Centered Goal Plan (PCP), and that goal setting, measuring and progress are being recorded.
- Ensures data is used towards program planning.
- Gathers necessary data (e.g. persons served demographics, program objectives, survey data, Person Centered Planning data, Health and Safety data, evaluation of plans and reports) to support the development of the Performance Analysis and Outcomes Measurement Report to conform to CARF standards.

**2. Reporting**:
The Quality Assurance Manager will draft the following annual reports:

- Performance Analysis and Outcomes Measurement Report - As outlined above.
- Health and Safety Report - In conjunction with the Programs Manager and the OH&S Committee, ensures conformance with CARF Health and Safety Summarizes and evaluates drills, inspections, competency training, and OH&S Committee meetings.
- Others as identified.

**3. Occupational Health and Safety**:

- Maintains the Health and Safety systems of the agency, according to all regulatory and standards bodies.
- Reviews existing Health and Safety procedures, making updates as necessary.
- Acts as one of the employer representatives on the Joint Occupational Health and Safety Committee.
- Maintains Health and Safety and Emergency Procedures Manuals.
- Provides support to and or participates in staff incident investigations, monitoring corrective action in conjunction with the OH&S Committee.
- Participates in internal site inspections and coordinates external site inspections, following up on recommendations.

**4. Training**:

- Co-organizes orientation and training for new staff.
- Co-organizes training for all staff.
- Prepares and implements Training Plans.
- Coordinates Health and Safety training for all staff and OH&S Committee members.
- Produces Training Reports and Action Plans.

**5. Commission on Accreditation of Rehabilitation Facilities (CARF)**:
In partnership with the management team, provides supports to ensure that the Society is ready for the CARF survey, and that all necessary reports and documentation are in place to maintain a 3-year accreditation. Supports include:

- Reviews new CARF standards each year.
- Ensures compliance with standards in all areas.
- Supports drafting the Society's "Intent to Survey" per the accreditation cycle and/or every three (3) years, coordinating the survey with the management team.
- Supports development, monitoring, and year-end progress for the following reports:

- _Accessibility Plan _- Reviews inspections for accessibility issues, identifying other accessibility issues according to categories in the report, as per CARF standards.
- _Cultural and Diversity Plan _- Maintains info on demographics for our population and the city's population. Reviews staffing diversity, accommodations for persons served, policies and procedures, and written materials on Society programs.
- _Risk Management Plan _- Maintains the existing Risk Management Plan, monitors for progress, and adds any new items.
- _Technology Plan _- Develops plan from recommendations of the Technology Report.
- _Human Resources Plan _- Develops plan from recommendations of the HR Report.
- _Health and Safety Plan _- Develops plan from recommendations of the Health and Safety Report.

**6. General**:

- Participates in various agency and community projects and committees as assigned or required.
- Shares on-call duties.
- Participating in and supporting events hosted by Inclusion Parksville Society and/or events that Inclusion Parksville Society participates in.
