**Job Summary**

To lead an effective and efficient Waste & Environmental Management Division, to fulfill the City’s statutory and leadership responsibilities for Waste Management, Sustainability, Climate Change, public engagement and other areas of resource management for the Environmental Services Department, Community Services Commission.

To deliver and promote excellence in all areas of solid waste management operations through innovation, communication, motivation and customer and partner involvement, to ensure the development of services and staff in all areas of environmental leadership, and provide strategic advice and support to the Director and senior staff on community engagement, social marketing and education.

Persuasive and proactive, this position will provide a consultative resource to Corporate senior management to help them achieve their sustainability targets established by the ‘Greenprint’. The position will provide support for the implementation of best practices, monitor performance measures, develop key performance indicators, policies and guide the change in practices to position the Commission as a leader in sustainability.

**Key Responsibilities & Duties**:

- Responsible for monitoring the quality and performance of collection services, including contract management of external providers; compliance, financial and non financial performance. Requires high degree of creative judgment and planning.
- Monitors provincial policy and legislation changes impacting waste programs and participates in provincial organizations (such as AMO, the Municipal Waste Association, Ontario Waste Management Association, etc.) and advocates on behalf the City.
- A successful record of developing new opportunities, leading and managing change, an outward customer facing and community focus, harnessing the strengths and talents of employees at all levels.
- Extensive experience in strategic management and achieving sustainable improvements, sometimes in challenging circumstances, with the ability to translate strategic objectives into operational plans.
- Research, plan and develop leading practice strategies for proactive environmental programs in consultation with senior management in the Commission.
- Prepare relevant reports, draft policies, communication strategies and make recommendations on appropriate programs, by-laws and regulations, in consultation with affected departments or services.
- Represent the City and the Commission on a variety of work groups/committees.
- Experience in social marketing, community engagement, presentations to disseminate technical findings to appropriate audiences.
- Solicit community input and provide an educational resource to the City and Commission on cutting edge environmental activities.
- Respond to internal and external enquires and provide technical information to the public, other departments, the Region, in a manner that is tactful, concise, accurate, politically sensitive and appropriate.
- Provide strategic advice and support to the Director and other senior staff including recommending and implementing major policy changes.
- Provide input to the Director for planning and execution of the departmental Business Plan and other initiatives.
- Other duties as assigned.

**Minimum Education & Experience**
- Degree in Environmental Science, Engineering or related discipline. An equivalent combination of education and related profession experience may be considered.
- Member in good standing with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) holding either a C.Tech. or C.E.T. designation, or Professional Engineers Ontario (PEO) holding P.Eng. designation would be considered an asset.
- Minimum of seven years progressively responsible experience successfully leading and managing a multidisciplinary team of staff, preferably in a unionized environment.
- Thorough knowledge of waste management operations and best practices, municipal government and by-laws, knowledge could be obtained through educational programs and/ or on-the-job learning.
- Strong understanding of environmental/waste legislation, guidelines, policies and initiatives.
