**About Us**:
South Region has two Contract/Resource Specialists opportunity for highly motivated, self-directed, and team orientated individuals who are committed to ensuring high quality services for children, youth, and families. The role has the responsibility of creating, coordinating, and managing the continuum of Regional Children’s Services contracts and grants. The position requires the development of services and outcomes, procurement, negotiation, and monitoring and evaluation of the grant and contracted programs, while ensuring financial prudence and assessing and managing risk.

**Role**:
As a member of the South Region Contracting team, the Contract Specialist will work directly with program managers and delivery staff and will function as a liaison with contracted agencies providing support and consultation. You will regularly collaborate with community agencies, partners and both internal and external key stakeholders.

In this position, you will be responsible for ensuring compliance to the related legislation, regulations, policies, frameworks, and fiscal targets including the Government of Alberta and Ministry contract policies and contract law.

Major Activities include but are not limited to:

- Contract and grant services development including consultation and communication with primary stakeholders
- Procurement including competitive tendering, functioning as lead (tender facilitator) including preparing information packages, evaluation tools, and a resource to other selection committees
- Risk assessment and management through the planning, procurement, and life cycle of the contracts/grants
- Negotiation and writing of contracts/grants including development of service outcomes
- Contract monitoring, issues and service delivery management, and evaluation - overseeing program delivery, financial reporting and management, issues resolution, contract compliance, etc.
- Attend/lead/support variety Regional contracting committees or as a contract expert on other Regional and Provincial committees
- Lead where termination or closure of contracted services are required
- Develop and/or coordinate training for grant/contract services processes, issue, and capacity building

- Bachelor of Social Work and 2 Years related experience.
- Diploma of Social Work and 4 Years related experience.
- Equivalencies considered: Master of Social Work and 1-year related experience; OR related university degree and 4 years related experience; OR related Diploma and 5 years related experience; OR related certificate and 6 years related experience.

**Related Experience**:

- Contract management and negotiations.
- Experience with procurement services within a public or not-for-profit organization.
- Experience with program evaluation within a public or large not-for-profit organization.
- Experience working with community-based resources.
- Experience in leadership or project management within a large organization.

**Assets**:

- Financial Administration experience.
- Experience working with a variety of stakeholders on a special project, within a governmental organization.
