**Responsibilities**:
PRIMARY PURPOSE

In accordance with TransLink's vision, values and established supporting policies and standards, the Cybersecurity Specialist, Identity, Governance & Administration ensures the robust management of identities throughout their lifecycle, implements, and maintains access control policies and standards, develops, and maintains Key Performance Indicators (KPIs) and Key Risk Indicators (KRIs), and facilitates metrics reporting. Additionally, the role involves the design, monitoring, and auditing of Role-Based Access Control (RBAC) to enhance the organization's overall access security. This multifaceted role requires a meticulous and strategic approach to strengthen the organization's identity and access management practices.

KEY ACCOUNTABILITIES

Provides diligent oversight for the entire identity lifecycle management process, collaboratively addressing onboarding, role changes, and offboarding process and procedures to streamline and optimize identity and access management.

Designs, implements, and maintains Privileged Access Management (PAM) control policies, standards, and guidelines to safeguard critical system access, establishing protocols for monitoring, auditing, and controlling privileged user activities.

Designs and implements Role-Based Access Control (RBAC) strategies aligned with business needs, monitors, and audits RBAC implementations to ensure strict adherence to security policies and principles.

Monitors emerging risks and provides quality risk assessments and data insights related to Identity and Access Management (IAM) and Privileged Access Management (PAM) functions, provides recommendations to mitigate IAM and PAM related risks.

Designs, implements, and maintains access control policies, standards, and guidelines, ensuring strict compliance with industry regulations and organizational security requirements.

Develops and maintains Key Performance Indicators (KPIs) and Key Risk Indicators (KRIs) to effectively measure the program's effectiveness and risk posture, regularly assessing, and refining these metrics based on the evolving security landscape.

Generates and delivers metrics reports on identity and access management activities, providing valuable insights and recommendations and drive for changes to enhance overall IGA effectiveness.

**Qualifications**:
EDUCATION AND EXPERIENCE

The requirements of this role are typically acquired though completion of a university degree in Computer Science, Computer Engineering, Information Security, or equivalent plus (6) six years of related experience in Identity and Access Management, with a focus on strategy development and sustainment. Relevant certifications such as Certified Identity and Access Manager (CIAM), CISSP, CISM, CompTIA Security+, etc.

KNOWLEDGE SKILLS

Identity Governance (IGA): Understanding and implementing IGA solutions to manage user identities, roles, and entitlements.

Privileged Access Management (PAM): Handling privileged accounts, ensuring secure access, and minimizing risks associated with elevated permissions.

Access Management: Implementing access controls, single sign-on (SSO), and multi-factor authentication (MFA)

Analytical Abilities: Assess security risks and devise effective solutions.

Technical Proficiency: Experience working with IAM, IGA and PAM platforms, protocols (e.g., OAuth, SAML), and cloud IAM.

Communication Skills: Explain complex concepts to non-technical stakeholders.

Continuous Learning: Stay updated on emerging threats and IAM best practices.

OTHER REQUIREMENTS

Solid knowledge and experience of cybersecurity framework and industry standards, such as NIST CSF, NIST 800-53, CIS, ISO27000, Payment Card Industry regulations (PCI DSS), BC’s Freedom of Information and Protection of Privacy Act (FOIPPA).

Proven experience in overseeing identity lifecycle management processes.

Advanced knowledge of identity and access management principles, including RBAC.

Solid understanding of access control policies,
