**Responsibilities**:
THE ORGANIZATIONAL SETTING

The Air Navigation Bureau (ANB) in ICAO is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. The Air Navigation Bureau provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO. The Bureau also develops related procedures and guidance material. The Bureau also manages the Universal Safety Oversight Audit Programme (USOAP) and Continuous Monitoring Approach (CMA) that monitors all States on a continuous basis.

The Multidisciplinary Priorities Section (MDP) within ANB is responsible for the coordination of multi-disciplinary

priorities on Commercial Space, as well as other emerging modes of air transport across the safety and air

navigation programmes.

The incumbent will report to the Programme Manager MDP, while being assigned to the Remotely Piloted Aircraft Systems Section to discharge his/her duties.

MAJOR DUTIES AND RESPONSIBILITIES

Function 1 (incl. Expected results)

Provides support to the lead Technical Officer in the field of Advanced Air Mobility (AAM), achieving results such as:

- Perform strategic planning, coordination and outreach with relevant stakeholders with the objective of building sustainable partnerships;
- Manage ICAO’s unmanned aviation and AAM community related to ICAO’s current, and future, work, including but not limited to, Articles on Uniting Aviation, establishing LinkedIn page, managing its content and moderating the discussions;
- Coordinate research, analysis and recommendations enabling the RPAS section to better understand challenges and opportunities related to AAM;
- Provide research to better understand the interdependencies of AAM with other relevant domains;
- Perform internal coordination and alignment with SPCP work on innovation;
- Manage and coordinate multiple tasks and deadlines;
- Manage information sharing and communications;
- Support ICAO’s AAM and AAM SG activities;
- Manage the promotion of AAM SG activities across the stakeholder community;
- Develop a list of stakeholders through the creation of a dynamic database of stakeholders, which will be used for different purposes;
- Establish clear talking points, and cue cards, for ICAO’s leadership, and other staff related to AAM;
- Establish and implement of a communication strategy for ICAO’s work related to AAM;
- Provide guidance for RPAS Section, as well as other members of the Secretariat to adequately publish/share social media content;
- Assist in researching aviation related articles, stories and news; and

Function 2 (incl. Expected results)

Provides project management, coordinates and assists in the development and preparation of events, material, documentation, reports related to unmanned aviation and advanced air mobility (AAM), achieving results such as:

- Plan and perform project management of AAM projects/programmes/events, including support to the lead Technical Officers;
- Lead specific parts of projects related to AAM (contests, competitions, etc);
- Manage and coordinate multiple tasks and deadlines;
- Manage information sharing and communications; and
- Forster partnerships with AAM related stakeholders, including with local authorities.

Function 3 (incl. Expected results)

Assists the Technical Officers in the field of unmanned aviation and advanced air mobility, achieving results such as:

- Develop an AAM strategy;
- Develop and map the AAM work programme, and its relationship with other programme, such as RPAS, UAS, etc. to build a holistic view;
- Develop resource mobilization material for AAM activities; and
- Develop workshops and training material related to unmanned aviation and advanced air mobility.

Performs other related duties, as assigned.

Qualifications/special skills

Educational background:
A first level university degree in an aviation, international relations or related field is required.

Professional experience and knowledge:
Essential
- A minimum of 5 years of experience at the international level in the field of civil aviation working in a multicultural and multidisciplinary environment.
