**Position Description**:
The Hospital for Sick Children (SickKids) has launched Project Horizon - a phased strategic capital planning initiative to redevelop and transform SickKids to support the future delivery of world class paediatric health care, teaching and research. The position will provide the leadership and skills needed to take this major project from conception to final occupancy.

The Chief Planning and Development Officer is a senior leadership position accountable for all stages of planning and implementation related to the development of the new facilities captured under Project Horizon and will oversee a project team comprised of consultants, advisors, directors, project managers, planners, clinicians, and other staff. This position will need to work in close collaboration with the Chief Facilities Redevelopment and Sustainability Officer to ensure coordination of all components of Project Horizon that interface within the existing infrastructure of SickKids.

With the authority to direct and oversee the project team, the Chief Planning and Development Officer will report to the Vice President, Planning, Development and Transformation and be accountable to Executive Steering Committee on all matters relating to the project. In partnership with the Chief Reinvention Officer (leading clinical engagement), the Chief Planning and Development Officer will ensure engagement with internal and external stakeholders including the Chief Facilities Redevelopment and Sustainability Officer and other SickKids leadership, the Ministry of Health (MoH), Ontario Health (OH), SickKids Foundation, and Infrastructure Ontario, as well as regional, municipal and community organizations. The Chief Planning and Development Officer will also represent SickKids with consultants, advisors, proponents, and contractors.

**Key Responsibilities**

**_ Project Leadership and Management_**
- Provide strategic leadership for the planning, development, procurement and implementation of new build projects within Project Horizon and work in collaboration with the Chief Facilities Redevelopment and Sustainability officer to support required planning and tracking of Revised Early Works and Enabling works projects associated with Project Horizon
- Oversee and mentor a multidisciplinary team, including Directors, Senior Project Managers, Project Managers, and support staff, ensuring cohesive execution of project objectives.
- Ensure that the project contributes to the achievement of SickKids vision and goals, and is delivered within scope, on time and on budget.
- Ensure that an appropriate project management plan and schedule is developed and implemented, including identification of the key resources needed for each phase of the project to ensure timely delivery of required outcomes.
- Oversee the development and implementation of a robust Project Controls Office.
- Collaborate with the Chief Facilities Redevelopment and Sustainability Officer and Chief Reinvention Officer and other SickKids leadership to ensure that the project deliverables, including infrastructure solutions, support SickKids clinical, and operational goals and also meet the requirements of key stakeholders including MoH, OH, Infrastructure Ontario, and other key stakeholders.
- Report on project progress/status and proactively manage project risks and issues.
- Manage, monitor, and report on the project budget using appropriate financial management tools.
- Oversee compliance with applicable legal and regulatory requirements including those pertaining to procurement, design, construction, accreditation, environmental, and occupational health and safety matters.
