**Role Responsibilities**:
As a Transboundary Water Specialist you are responsible for providing expert support to various surface water quantity and quality monitoring and reporting requirements of Alberta's existing transboundary waters agreements, and support in the negotiation of the new bilateral agreements required under the Transboundary Waters Master Agreement of 1997.

The position requires understanding broad watersheds that extend outside of Alberta, and proposing creative representations/models of water quantity impacts. Alberta's transboundary water agreements include watersheds that cover one third the area of Canada. The agreements incorporate over one hundred years of history, starting before Alberta was a province. The agreements include provisions for water quantity apportionment, water quality, groundwater, ecosystem health and flooding.

The Transboundary Water Specialist requires a unique blend of skill to gather water allocation/water use data and hydrometric data, to support the monitoring of current transboundary agreement commitments and the development of metrics to monitor new agreements. This requires working with internal specialists in several areas of the Department of Environment and Parks, and leading internal committees as required.

Challenges include differences in regulatory authority and water management legislation, differences in data systems and modelling platforms, facilitation of data sharing and collaboration, differences in expert opinions, complexity and diversity in climate and weather across geographic regions and across time, as well as complexity in level of development and sectors involved (e.g. agricultural, oil sands, hydro power).

Understanding of Indigenous Knowledge, particularly in the Mackenzie Basin, Indigenous protocols and cultural practices, and governing legislation is an asset.

Ability to communicate clearly both orally and in writing, and to demonstrate a high level of political acumen is essential.

**Qualifications**:
**Required**: University graduation in Engineering or Applied Science or graduation from a recognized School of Architecture, plus five years related experience in hydrology, water management and/or hydro-technical field; or equivalent as described below. Eligible for membership with the APEGA or AAA. A valid Class 5 driver license is required.

**Equivalency**: Additional related education considered in lieu of experience on a one-for-one basis.
