**PURPOSE**:
Reporting to the Emergency Response Program Coordinator, the Research and Communications Assistant will assist with the development of Cowichan Tribes’ Marine Oil Spill Response Program (‘the Project’), including the development of procedures, protocols, and manuals; on-water and Incident Command response roles; Geographic Response Systems; community engagement; and training. This is a 1 year full-time term position and will be required to work in the office, with moderate local travel in the field.

**COMPENSATION AND BENEFITS**:
The position includes paid training, paid vacation and paid sick leave. Depending on experience, the position starts at $29.14 - $30.92 per hour ($53, 030.25 - $56,278.95 annually).

**RESPONSIBILITIES**:

- Assist the Program Coordinator, Marine Projects Supervisor, Lulumexun staff, and contractors in developing Cowichan Tribes’ Marine Oil Spill Response Program, including: research and documentation; development of procedures, protocols, and manuals (e.g. on-water and Incident Command System roles, communications procedures, cost recovery) ; Community engagement; and training
- Collaborate with neighboring response Nations, Canadian Coast Guard, the Western Marine Response Corporation, and other external partners.
- Work with the Marine Projects Supervisor, Marine staff, other Lulumexun staff, and Community members to identify and geospatially document geographic areas of greatest significance with regard to protection from oil spill
- Potentially working as a liaison with GIS contracted professional services
- Assist with file management related to the Project
- Assist with Project reporting as required
- Participate in specified marine planning meetings and provide updates on the Project
- Participate in committees of council meetings as needed to provide updates and receive instruction as needed on the Project
- Other related duties

**EDUCATION AND EXPERIENCE**:_(Please attach all required documents)_**
- Completion or current participation in a post-secondary education, or equivalent experience relating to indicated skill sets
- Demonstrated experience conducting research, producing reports and delivering presentations
- Experience working within projects relating to Emergency Response Planning an asset
- CRC required
- Class 5 Drivers License and reliable vehicle required
- Effective December 1, 2021: full vaccination against COVID-19 is required to be eligible for employment at Cowichan Tribes. **_All individuals must show Proof of Vaccination as a mandatory condition of their employment_**

**SKILLS, KNOWLEDGE, AND ABILITIES**:

- Exceptional verbal, written, interpersonal and presentation skills
- Organized, detail oriented and self-motivated, but can work in a team setting
- Competency in organizing, storing, and maintaining records and data
- Time management skills with the ability to multitask and meet deadlines
- Knowledge of Cowichan culture, customs, and traditions
- Knowledge of ArcGIS or other GIS systems or Trailmark an asset
- Knowledge of emergency response planning systems (e.g., ICS) an asset
- Willingness to learn Cowichan Tribes land, culture, customs, traditions and the Hul'q'umi'num' language
