- Reporting to the Manager this position is responsible for the quality and delivery of Road Operations & Construction external contract programs and other departmental requirements.
- The Contract Supervisor is charged with a wide variety of work assignments throughout the year. The work is best explained as seasonal, covering a large geographic area. During the winter works season, Supervisors will participate in the winter works operations. During this season, when not engaged in winter works, the department performs tasks ranging from the rebuilding of a hurricane damaged sea wall to pot hole repair & sidewalk maintenance. Since much of the work is weather dependent, Supervisors must maintain a high degree of flexibility in their work schedule. They have a wide range of experience and knowledge on all aspects of public works, together with the versatility to fill in for Supervisors in other ROC divisions. Supervisors are required to take part in Road Operations duty week assignments. During these duty weeks they are on call after normal working hours to deal with emergency situations, e.g., oil spills, accident cleanup, etc. using their knowledge and experience to call in the right staff and equipment to do the job. During winter operations, Contract Supervisors are on call 24 hours/day to support and participate in the Winter Works program.**DUTIES AND RESPONSIBILITIES**:

- Work with other business units, including Procurement, to ensure work is performed in an efficient and cost effective manner
- Estimate, develop specifications, and ensure work is performed to service levels
- Work closely with Procurement to develop documents for standing orders
- Help identify contractual needs within the business unit
- Work closely with other business units, assessing their operational and maintenance needs and obtaining contractual services to meet their needs
- Partner with the Procurement Department to ensure optimum pricing when obtaining contractual service
- Ensure guidelines and service standards are met by contractors
- In consultation with the ROC Superintendent, ensure budget guidelines are met
- Ensure contractors work within a healthy and safe workplace and that contractors comply with all applicable codes and legislation
- Review and evaluate contracts on a regular basis
- Provide effective leadership to private sector community partners and contractors, to ensure optimum service levels
- Ensure performance of contractors by initiating a monitoring system to ensure standards are met
- Monitor and manage revenues and expenditures within the budget. In co-operation with the ROC Superintendent, assist in identifying and prioritizing projects within Transportation and Public Works.
- Snow and Ice Control - assess and manage contractor requirements for snow and ice control equipment and resources. Monitor winter road conditions and Supervise snow & ice operations, including plowing, de-icing and post storm cleanup including snow removal, bus stops and crosswalks. Monitor salt and sand useage. During winter season (November to April) be available seven days a week, 24 hours a day for snow operations
- Maintain accurate records and reports on operational and contractual matters
- Monitors budgets on a regular basis
- Develop strategies that will optimize use of resources within the business unit
- Assist other business units in developing strategies to optimize resources with respect to operations
- Work closely with Procurement in developing specifications to assist in evaluating and awarding contracts

**QUALIFICATIONS**

**Education and Experience**:

- Minimum Grade 12 with post-secondary education or an equivalent formal training in a managerial or technical capacity
- Demonstrated leadership/supervisory experience in municipal maintenance operations
- Must possess a valid N.S. Driver’s License with a responsible driving record
- Training and experience in human resource management, budget management, and project management
- Proven ability to successfully manage and supervise unionized employees while still attaining business unit goals

**Technical / Job Specific Knowledge and Abilities**:

- Demonstrated in-depth knowledge of the CUPE 108 Collective agreement and an adherence to its mandate
- Strong working knowledge of work processes and equipment operation for assigned works programs and winter works operations required
- Knowledge of Occupational Health and Safety principles
- Knowledge of HRM relevant software, i.e., CityWorks, Microsoft Word, Excel, Outlook, etc.
- Comprehensive knowledge of occupational safety and environmental regulations and practices
- Strong working knowledge of WHMIS required
- Must be able to work night shift and fulfill all duties required
