- Under the direction of the Team Lead - Policy & Enforcement, this position will provide the technical and project management expertise to support diversion programming and planning activities. This position will support HRM’s Solid Waste Management Strategy and objectives to maximize diversion of materials away from landfill. The incumbent will work with the institutional, commercial and industrial (ICI) sector to ensure they have implemented proper source separation programs and contracted for proper waste receptacles in compliance with By-Law S-600. This position is also responsible for the administration, interpretation and enforcement of By-Law L-200, S-600 and By-Law F-400.**KEY DUTIES AND RESPONSIBILITIES**
- Responsible for monitoring the diversion policy and program administration activities conducted at HRM Waste Processing facilities.
- Responsible to set up and monitor surveillance cameras for investigative initiatives
- Responsible for investigating illegal dumping and littering complaints, including investigating waste that has been illegally dumped, for identification information as well as laying of charges when warranted.
- Liaises with HRM Legal; other business units and individuals related to the enforcement of municipal by-laws.
- Responsible for administering permit approval for waste related issues
- Administers the diversion program through use of Waste Discrepancy Reports generated for material targeted for diversion from landfill disposal.
- Under the authority of Special Constable, executes projects and/or conducts targeted pro-active onsite inspections at institutional, commercial and industrial (ICI) properties and businesses, including, but not limited to schools, institutions, restaurants, apartment properties and other businesses to ensure compliance with requirements for source separation infrastructure and programs are in place;
- Responsible to enforce HRM By-Law’s S-600, L-200, and F-400 in laying charges before the courts (long form prosecution) or issuance of Summary Offence Ticket (SOT) under the authority of Special Constable; to individuals who violated HRM by-laws or HRM Charter
- Competent in all aspects of investigation including statement taking, report writing, photo taking and gathering of evidence;
- Through pro-active outreach site inspections, assists business owners and tenants with the implementation of waste reduction programs and source separation programs;
- Conducts waste material content analysis audits at HRM waste management and ICI facilities;
- In conjunction with program educators, conducts site visits and education sessions on waste diversion planning and source separation as well as participates in Solid Waste program promotion initiatives and monitoring activities;
- Assists with the orientation of new staff to business section;
- Writes correspondence, reports, operating procedures and protocols, eg. Site Inspection Protocol to enhance diversion in the ICI sector;
- Compiles and documents evidence to support enforcement including researching case history and creating and maintaining files;
- Interfaces with the hauling community and property/building owners, superintendents and tenants to review waste stream source separation and collective practices and infrastructure;
- Issues copies of the By-Law Regulations and reviews same with ICI sector clients as well as collection service providers;
- Provides advice and guidance with respect to educational materials to support enhanced program participation:

- Coordinates and conducts HRM waste facility tours in conjunction with facility operators;
- Responds to inquiries from the public and ICI sector respecting waste diversion as Tier II customer service;
- Develops and undertakes presentations to the ICI sector(s) and public in support of By-Law S-600 & L-200.

**QUALIFICATIONS**

**Education & Experience**
- Undergraduate degree in business, environment sciences, engineering technology or related discipline;
- 3 years experience in waste resource management field with enforcement experience.
- Must possess a valid Nova Scotia driver’s license with a safe and responsible driving record and daily access to a vehicle as required;
- Experience in data analysis and reporting;
- Meet the requirements for obtaining and maintaining Special Constable status
- Minimum 3 years’ experience conducting investigations in an enforcement role.

- High level of knowledge and understanding of regulatory framework for municipal solid waste diversion and disposal systems, including municipal by-laws and Provincial regulations respecting Solid Waste Management.
