**Summary of Duties**:
Reporting to the Director, Planning and Development, the senior level Manager, Subdivisions and Development Inspections is responsible for the collaborative leadership, management and operational administration of a multidisciplinary team. Fostering a consistent corporate approach for the creation of new neighbourhoods, the Manager, Subdivision and Development Inspections works to ensure standards for growth are in accordance with The London Plan, the Planning Act, the Provincial Policy Statement, design standards, applicable by-laws and are in alignment with Council’s Strategic Plan.

**Work Performed**:

- Contribute to the development and implementation of strategic initiatives for Planning and Development to meet Council’s Strategic Plan. Accountable for the effective delivery and the business responsibilities of the unit.
- Provide leadership for the planning, management, and administration for the Subdivisions and Development Inspections team; recommend, develop, implement, and maintain comprehensive policies, programs, procedures and protocols that inform and support City services.
- Provide updates and information to the Director, Planning and Development on priorities with responsibility to operationalize identified goals and strategies.
- Provide professional opinion, and information to the Senior Leadership team, Director, Planning and Development, various Service Areas and Divisions within the Corporation on policies, programs, and services as required.
- Contribute to the identification and development of internal controls in the form of policies, procedures, practices in relation to the general and specific risks of the Corporation; ensure internal controls are implemented, monitored and reported on within the unit.
- Manage diverse projects related to the scope of the subdivisions and development inspections unit ensuring the highest standards of expertise and professionalism.
- Manage the conducting of research, benchmarking and/or studies relating to a wide variety of land use planning matters and servicing standards to incorporate appropriate enhancements to design standards for developments.
- Encourage and support employee participation and commitment to divisional and organizational objectives. Actively mentor, provide development opportunities and build team performance with direct reports.
- Manage the Subdivisions and Development Inspection team including hiring, coaching, administration and performance aspects of reporting staff. Respond to sensitive and confidential human resource issues as required.
- Fairly and consistently administer provisions of various collective agreements to promote resolution of grievances. May be required to provide representation at mediation and arbitration proceedings.
- Build and support employee commitment to a high level of performance in all areas of customer service while considering both the City of London and applicants’ interest and practicing discretion in handing issues that are confidential and have a considerable consequence for the applicants.
- Participate in and support a culture of enterprise-wide collaboration. Promote opportunities to work across Divisions and Service Areas in support of strategic initiatives.
- Demonstrate commitment to anti-racism, anti-oppression, and human rights through interactions with stakeholders, employees and individuals and ensure that policies, programs and protocols reflect this commitment.
- Demonstrate commitment and adherence to Health and Safety legislation and programs; and actively promote a culture of safety with direct reports.
- Prepare reports for Council and various Committees as required.
- Identify, adapt and implement innovative and effective work practices and procedures to improve service delivery and the business responsibilities of the team including meeting targets for approvals to ensure quality sustainable growth infrastructure.
- Build capacity among employees for evidence-informed decisions supported through data collection and analytics.
- Adhere to the Procurement of Goods and Services Policy; includes the responsibility of delegation of procurement initiation approval authority and delegation of approval authority for professional consulting services as per policy amounts.
- Provide input to the development of the annual operation budget for the Planning and Development Division.
- Manage the budget for Subdivisions and Development Inspections Team, prepares associated documents (i.e., business plans, business cases and presentation documents) as required. Manage and promote stewardship of financial and organizational resources.
- Represent the Service Area at Standing Committees and Council meetings as required.
- Represent the City of London and Service Area in legal proceedings as required including the provision of expert evidence at the Provincial tribunals, commissions and in the courts.
