**CONTRIBUTING TO THE CMPA**

Working closely with all CMPA departments, the Strategy and Program Management (SPM) department leads nimble and adaptable enterprise management processes. The core functions include strategic planning and strategic issues analysis, business planning and performance management, and program management. Enterprise risk management, market intelligence and research, as well as change enablement and evaluation influence each of these activities.

**POSITION OVERVIEW**

The Planning & Performance Specialist provides strong analytical and professional expertise in support of the CMPA’s enterprise management processes including strategic and operational planning, enterprise risk management, performance measurement, and reporting activities.

Reporting to the Manager, Planning & Performance, the Specialist works in collaboration with professionals within the SPM department and departmental management teams throughout the Association in the delivery of these enterprise management functions. As such, the Specialist possesses strong interpersonal, writing and communications skills and has the ability to view issues in an integrated, holistic manner.

The Specialist, as the lead resource for several enterprise management functions, works to ensure corporate alignment, understanding of corporate goals, and facilitates the sharing of best practices across the organization. The Specialist is responsible for driving continuous improvement, incorporating lessons learned and best practices, and identifying opportunities for greater efficiency and effectiveness in service delivery.

**POSITION ACTIVITIES**
- Corporate Planning: _
- Provides expertise and support to the corporate planning process, both at a strategic and operational level, which includes strategic plan development, annual operational plan development, project prioritization, and performance and evaluation
- Researches, monitors, and summarizes industry trends as input to planning activities
- Supports strategic plan development including the identification of performance measures and coordinating progress reporting against those measures
- Refines the corporate operational planning process to improve services, address emerging issues, and ensure alignment with overall corporate priorities
- Designs and develops tools and templates to support annual planning and provides guidance to Directors and staff in the development of their departmental plans
- Risk Management:_
- Supports the enterprise risk management program including the identification and analysis of corporate and operational risks
- Corporate Reporting:_
- Develops compelling and informative quarterly and year-end reports including presentation materials and speaking notes appropriate for senior management and Council
- Coordinates the process for on-going progress reporting of planned activities to management
- Under the guidance of the Manager, leads the preparation of the CMPA Annual Report, coordinating the work of several departments across the Association, to effectively report on the Association’s achievements to members, stakeholders, and the general public
- Performance Measurement and Evaluation: _
- Analyzes the effectiveness of corporate/departmental performance measures and reporting approaches, and leads, designs, and implements improvement activities
- Under the guidance of the Manager, leads the annual review of existing measures with senior leadership and staff

**EDUCATION AND EXPERIENCE**
- Minimum 4 year Bachelor Degree preferably in Business Administration or an equivalent field of study
- Minimum of 7 years of relevant experience in the areas of strategic or business analysis and planning and performance measurement
- Experience working with large data sets, with the ability to synthesize data and identify conclusions
- Experience and interest for how technology and systems can support internal control effectiveness and efficiency
- Advanced skills in Microsoft Excel required
- Experience working with senior management, staff, and a variety of stakeholders
- Experience managing projects and in developing business cases
- Thorough understanding of corporate strategic and operational planning techniques/ methodologies
- Experience with performance measurement and evaluation, measures/indicators, reporting concepts and frameworks/ scorecards
- Knowledge and understanding of research and data analysis techniques /methodologies
- Experience with project management methods and techniques
- Familiarization with Business Intelligence (BI) reporting and/or executive information systems information requirement identification and prioritization techniques would be an asset
