The mandate of the Liquidity Risk Management (LRM) group is to manage the Bank’s liquidity position for the Retail (Canadian) and Wholesale banks in accordance with the global liquidity risk management framework and to manage collateral requirements to ensure proper end-of-the day settlement of CAD and USD cash with central banks. In addition, the group manages the transfer pricing of liquidity costs and credits to the Wholesale Bank and the market risk of the Wholesale Bank liquidity book. The LRM Team works closely with other teams within TBSM and a variety of risk, finance, and business areas in Canada and the US.
The Enterprise Liquidity Management (ELM) team within LRM is responsible for the management of Canadian Retail liquidity as well as the consolidated Aggregate TD liquidity position within the LRM mandate. It ensures that these segments can always meet their cash needs, while maximizing the productive use of their funds. This is delivered through the effective measurement and reporting of Liquidity Risk, management of the risk within the bank’s risk-appetite and regulatory expectations, as well as the optimization of funding and investment decisions.

**Job Description**:
The Implementations Manager owns the change implementation mandate for the team, including prioritizing and implementing enhancements to liquidity processes, including project and new business activity related changes. Furthermore, this individual manages the Canadian liquidity model, its changes and documentation. To accomplish this, the individual will require to partner closely with technology, project, model-validation, and other teams. Specific accountabilities include:

- Resident SME on ELM’s end-to-end process and how it achieves liquidity measurement and reporting.
- Track and prioritize the team’s change implementation pipeline, providing guidance to inform technology’s work and assess the health of the team’s execution.
- Act as the liquidity business owner for change implementations, including business requirements gathering, testing, model documentation, and acquiring relevant signoffs.
- Own model documentation, its ongoing refresh and review, and the policies surrounding its sustainable maintenance.
- Assess new implementations and provide required analysis and liquidity impact quantifications.
- Help bring into effect upgrades to the company’s liquidity policies and assumptions, increase process efficiency and productivity, and enhance data management and analytics capabilities.
- Develop and foster a positive working relationship with partners and project stakeholders.

**Requirements**:
Specific Educational Requirements:

- Post-secondary degree in a related field (eg. Finance, Business, Computer Science, Mathematics, Economics, etc.)
- CFA, MBA, FRM, CA, CMA considered assets

Familiarity with:

- The features and characteristics of North American retail banking products.
- The banking business, fixed income instruments, derivatives, and risk management disciplines.

Experience with:

- Excel, SQL, and working with databases
- Gathering & analyzing business requirements and explaining requirements to system developers
- Reengineering workflows to streamline and enhance processes
- Treasury or capital markets related experience with strong analytical focus considered assets.
- Producing and analyzing risk/financial/management reporting
- Working with models is considered an asset.
