**The Role**:
Provides support and service for the financial delivery activities for the Community Services (CSD) and Public Health & Emergency Services (PHE) departments. Participates in preparing the operating and capital budget, budget updating and control, expenditure reporting, and accounting activities. Prepares budget submissions, subsidy claims, and year-end financial statements for assigned provincial and federal programs operated by the Region. Prepares monthly, quarterly, annual, and ad-hoc reports. Conducts financial studies and projects as required. Responds to client inquiries.

**Duties/Responsibilities**:
Participates in the preparation of operating budgets related to CSD and PHE, including the preparation of budget documents, summaries, and impact studies. Assists the Financial Analyst in monitoring operating expenditures against approved budgets.

Prepares Provincial budget submissions from Regionally approved budgets, using computer spreadsheets to transfer and manipulate financial information. Reviews submissions with Financial Analyst and/or Manager, Budgets & Financial Service (PHE/CSD). Ensures submissions are submitted within externally imposed deadlines.

Ensures funds due to the Region from other levels of government are received and properly accounted for. Reconciles accounts relative to the receipt of funds.

Allocates costs of central administration departments, such as Corporate Services, Human Resources & Citizen Service, to Provincially cost shared programs. Calculates childcare rates and financial impact for inclusion in requested rate increase reports.

Prepares reports monitoring expenditures, both operating and capital, against approved budgets and forwards reports and analyses to the Financial Analyst. Develops spreadsheets to monitor expenditures and project year end balances. Prepares information used in reports that are presented to senior management and Council.

Administers, reconciles, and verifies the accuracy of accounts related to areas of responsibility. Investigates and corrects errors in general ledger as required.

Prepares invoices to other agencies for services performed by the Region. Calculates appropriate amount to be invoiced based on information provided by client departments

Prepares monthly and annual journal entries to allocate charges to programs.

Develops spreadsheets for revenue forecasting, budget, and claim submissions. Regularly reviews revisions to submission requirements and updates spreadsheets accordingly as required.

Compiles and reports statistical information for Provincial Ministries and Federal Agencies.

Processes approved progress payments for Facilities Management capital construction projects. Ensures appropriate authorizations; verifies that payment amount is correct; calculates holdback; submits to Legal Services for a lien check; arranges for cheque issuance and receives cheques; and contacts contractor to inquire whether cheque will be picked up or should be mailed.

Administers holdback accounts for construction contracts. Receives notification to release holdback amount; obtains appropriate approvals; and processes release of appropriate payment.

Prepares year end documentation which contributes to the completion of CSD and PHE components of the yearly financial statements, including trial balances, Regional financial statements, and Sunnyside Trust Fund statements.

Assists in the preparation of program specific audits by the Region’s external auditor. Works with ministry auditors when required in examination of subsidy claims.

Assists in the explanation of new procedures or policies to staff as required.

Performs related duties, as assigned.

**Knowledge, Skills, and Abilities**:
Knowledge of financial and management accounting practices and principles, financial and systems analysis, and general business and economic principles, normally acquired through the attainment of a Bachelors Degree in Finance, Business, Commerce, Economics, Mathematics, or equivalent, plus current enrolment or eligibility for enrolment in the CPA Professional Education Program (PEP), plus 3 years of related work experience.

Proven skill in financial analysis, budget preparation, and report writing.
