**Requirements**:

- Oversee the timely and accurate processing of payroll for all employees, including unionized and non-unionized payroll. This includes all payroll reconciliations, processing amendments to pay, benefits, taxes, and other adjustments, posting of payroll to general ledger, and ensuring commitments to benefits and pension carriers are met.
- Responsible for the reconciliation of payroll general ledger accounts, payroll system details, third party remittances, and Canada Revenue Agency reports.
- Provide management, direction, support, training, and coaching to the payroll team and other Financial Services team members.
- Manage individual and team performance while providing ongoing feedback and identifying staff development needs.
- Involved in the recruitment and training of new payroll employees.
- Prepare and audit salary, earnings and benefit-based costing for union and non-union employees including salary increases, separations and terminations, labour relations issues and collective bargaining proposals.
- Conduct and participate in payroll system audits to help identify and rectify errors or anomalies and to prevent payroll fraud.
- Participate in management team meetings and bargaining meetings.
- Research and analyze employee salaries, earnings and benefits, and recommend cost saving opportunities.
- Participate in the implementation of a new payroll system, process changes and enhancements related to the new payroll system; as well as supporting the implementation, and ongoing management of a new Human Capital Management system.
- Manage delivery of advice, information and support to management and staff on queries and issues related to payroll and ensure a high level of service to employees and managers.
- Manage the year-end process including but not limited to pension adjustments, taxable benefits, T4/T4A slips, and filing with regulatory agencies within deadlines.
- Ensure quarterly and annual filings and reports are reviewed, approved, and filed timely and accurately as well as lead all year-end payroll activities, including pension adjustment calculations, submission of year-end adjustments, finalization, and submission of all regulatory filing requirements.
- Provide oversight of internal controls, ensure payroll processes are up-to-date and communicate any changes to the team and other departments.
- Work with external auditors, Canada Revenue Agency, Workers’ Compensation Board, and other agencies as required.
- Maintain current knowledge of payroll legislation and regulations, union contracts and accounting requirements and technology trends as it relates to Human Resources, Payroll and Time & Scheduling systems.
- Maintain confidential records pertaining to the work being performed by the Financial Services team.
- Ensure payroll is compliant with applicable rules and regulations.
- Facilitate on-going constructive, open communication between payroll and other divisions of the organization and seek appropriate resolution on matters of mutual interest and shared responsibility.
- Proactively cultivate and maintain strong working relationships within the organization.
- Act as the primary contact for escalated and complex payroll issues for union and non-union employees.

**What you need to Succeed**:

- Post-secondary Education (Diploma or Degree) in Commerce, Business Administration, Accounting or another related field and achievement of Certified Payroll Manager designation as well as a minimum of 5 years of progressive leadership experience in payroll administration.
- Exceptional leadership skills and people management skills, preferably in a unionized environment.
- Exceptional communication skills both verbal and in writing and ability to prepare and deliver effective briefings, reports, and presentations to staff and City Council.
- Ability to exercise professional judgement in the handling of confidential information.
- Strong computer skills (MS Office Suite including Word, Excel, PowerPoint, and Microsoft Projects).
