Position Description:
As a key member of Serco’s Employment Services team, you will build key relationships that will support community job seekers and businesses. You will be part of a multi-disciplinary team delivering quality employment services to Ontarians.

As the Community Outreach Manager, you will lead Serco’s Community Outreach Strategy, providing leadership and supporting the network in establishing and maintaining relationships with key community partners that will ensure that job seekers in the are provided with appropriate community referrals and relevant training opportunities.

You will build strong, collaborative working relationships with internal and external stakeholders, providing regular updates. With external stakeholders, you will lead thematic working groups, deliver workshops, and provide performance updates at review and partnership meetings. Internally, you will coordinate with various departments to inform, develop, and roll-out service quality, training and skills development, and change management functions.

In this role, you will:

- Develop and implement the Community Outreach Strategy to conduct marketing and engage community organizations/representatives providing services to specialized populations (Black and Racialized, Youth, Persons with Disabilities, Newcomer, Refugee, Francophone, Indigenous).
- Lead and/or support other departments to conduct marketing and engagement with education & skills training providers, municipalities, local labour/skills planning boards, employers, and business groups.
- Lead coordination and facilitation of thematic stakeholder working groups to engage specialized populations, develop streamlined referral processes, and ensure high service quality tailored to jobseeker needs.
- Coordinate internally with service quality and change management teams to inform service improvements.
- Monitor local immigration, socio-political, economic and employment news, trends and feedback to provide advice and adjustments to Serco strategy and operations.
- Identify possible initiatives to improve engagement of local residents and stakeholders.
- Undertake such additional duties as may be reasonably required, commensurate with the level of responsibility within the area.
- Support the sourcing of high volume employment opportunities aligned to meet participant needs and aspirations and according to growth sectors.
- Support the development of key employer partnerships to maintain a flow of employment opportunities for participants.

Multiple positions across Ontario in: Toronto, North Bay, Sudbury, Sault Ste. Marie, Timmins, Thunder Bay, Kenora, Fort Severn

Qualifications:
To be successful in this role, you will have:

- Ability to work cross functionally within the organization.
- Experience delivering workshops and facilitating working groups with diverse stakeholder groups.
- Experience working with diverse communities, including specialized populations (Black and Racialized, Youth, Persons with Disabilities, Newcomer, Refugee, Francophone, Indigenous), and knowledge of the local organizations serving them.
- Strong planning, coordination, execution and analytical skills.
- Conflict management and resolution skills.
- Excellent collaborative leadership and organizational skills.
- Willing to take ownership for the outcomes of projects within scope of responsibility.
- Solid technical, business, and project management knowledge.
- High degree of initiative and entrepreneurial spirit.
- Additional languages (French, Cree, Ojibwa) are considered an asset.

Qualifications:

- Demonstrable understanding of Ontario employment support programs and the employability sector. Experience in other jurisdictions will be considered.
- Demonstrable understanding of social services sectors and the key local players supporting marginalized and specialized populations.
- Demonstrable understanding of the education and skills training sectors, their market opportunities and key organizations.
- Experience operating in a multi-stakeholder environment.
- Politically incisive in communicating effectively with customers, sector stakeholders and partners
- Highly skilled in relationship development.
- Thorough understanding of all aspects of operational safety, environmental and security/confidentiality issues.
- Post Secondary Education in a related field considered an asset.
- Must be able to Pass Criminal Record Check (CPIC); Fingerprint Criminal Record Check.
