The CAMH Queen Street Campus Redevelopment is a multiphase capital program which supports the transformation of lives for those affected by mental illness.

CAMH has signed two major P3 contracts. The first contract for Phase 1B (540,000 square feet) was signed in 2009 with Carillion Health Solutions (CHS) to Design, Build, Finance and Maintain (DBFM) three new buildings at 1001 Queen Street West. Phase 1B was occupied in July 2012 and CHS’s maintenance (Service) contract is for 30 years post 2012 and covers ‘hard’ FM Services. A second similar DBFM contract for two new buildings was signed with Plenary Health (PH) for Phase 1C (650,000 square feet). Construction is completed and the maintenance (Service) period started in September 2020 with occupancy of the new buildings in November 2020. A third P3 contract, Phase 1D (660,000 square feet), is underway with planning & design having begun in 2018-19, and is scheduled to be occupied by 2025. CAMH also has a number of existing buildings, and a new Research building procured outside of the DBFM process, which will be maintained by CAMH staff.

Reporting to the Senior Director, Redevelopment Office, the Project Manager, P3 Contracts will be responsible for providing hands on project management and contract administration of the CAMH responsibilities for the current maintenance contracts with CHS and PH for the Phase 1B and Phase 1C DBFM facilities of over 1,000,000 square feet. Additionally this role will be involved and provide input during the planning, design, construction and operations of other select Redevelopment Projects. Direct, hands-on project experience during Facility Operations is critical as is technical and contractual knowledge of the P3 contracts.

The Project Manager, P3 Contracts will also act as a project resource on assigned projects within the Redevelopment Office portfolio and will provide a significant portion of the hands-on coordination, planning, and execution of tasks required for the projects. The Project Manager, DBFM Contracts will execute assigned project work streams independently and be accountable for the tracking of assigned project documents. The Project Manager, DBFM Contracts will be responsible for the coordination and engagement of a variety of internal and external stakeholders as well as the facilitation of team/stakeholder meetings as required.

**Key Accountabilities**:

- Execute project work streams as assigned by the Senior Director, Redevelopment
- Hold accountability for project coordination on assigned projects within the Redevelopment Office Portfolio
- Identify, document, and provide mitigation strategies for potential project risks and issues of importance and escalate as appropriate
- Schedule, coordinate and facilitate internal project team meetings including development of agenda, leading meeting, and meeting minutes, ensuring follow-up of action items identified
- Attend and participate in internal and external stakeholder meetings as required to fulfill responsibilities, and prepare meeting minutes, ensuring follow-up of action items identified
- Assist in all areas required for project success

**Primary Duties and Responsibilities**:

- Daily management of CAMH responsibilities for contract management for P3 projects
- Develop work plans for project work streams as assigned
- Participate in reviews with various governing agencies for code compliance
- Ensuring that the P3 service providers adhere to all Building Code, Fire Code and any other relevant guidelines and legislation
- Reviewing processes to ensure that the internal controls are appropriate
- Reviewing and analyzing data development and implementing policies ,procedure and standards related to all aspects of the projects(s)
- Assist with and coordinate the contract administration management of assigned construction projects, including:

- Coordination and assistance with change management
- Conduct Site Reviews/Inspections and preparing associated reports
- Review and assess progress of operations against overall project schedule and compliance with contractual documents
- Review, develop, and/or deliver reports, communications, and presentations (in written, verbal, or graphical form)
- Review of design and construction documents, including drawings and technical specifications
- Assist with the development and review of performance output specifications and other design data associated with typical P3 projects
- Assist with the development and review of Request for Qualifications (RFQ), Request for Proposals (RFP) and Project Agreement (PA) associated with typical P3 projects
- Assist with the preparation of Ministry of Health capital planning submissions
