**Main Purpose and Function**

The Superintendent II is responsible for managing the Parking Enforcement portfolio within the Parking Operations and Enforcement Branch and leads, plans, assigns and supervises a team of over 100 Exempt and Unionized staff. Employing excellent communication and leadership skills, the Superintendent II plays a key role in inspiring a culture of excellence through role modelling best management practices and developing and supporting effective working relationships with employees, colleagues and management.

The Parking Enforcement portfolio includes:

- Parking Enforcement
- Vehicle Impound and the Abandoned Vehicle program

The position reports to the Branch Manager, Parking Operations and Enforcement Branch, and interacts with City Council, Engineering Senior Leadership, many different departments in the City, as well as the public.

**Specific Duties and Responsibilities**
- Leads a team of Superintendents and Supervisors in ensuring the execution of work that delivers value for money to the citizens of Vancouver.
- Provides leadership and guidance to staff, including hiring, assigning responsibilities, evaluating and reporting on performance, coaching, mentoring, training and development, attendance management and labour relations matters involving discipline and grievances.
- Provides vision to the branch by setting goals for various programs and service improvements, analyzes current work procedures and recommends/implements cost effective improvements and initiatives.
- Responsible for continual improvement in service delivery and efficiencies in operating process.
- Leads the development of branch metrics and targets for program work in alignment with corporate goals and objectives.
- Assists in the preparation the annual operating budget and monitors operating budget planning, forecasting, reporting and controlling.
- Informs and supports the capital plan and service planning processes for the section, and leads analysis associated with workforce, equipment, safety, culture, and strategic planning for the section.
- Responsibility for proactive and regular communication that encourages engagement at all levels of the branch.
- Responsible for providing guidance on complex or high-profile inquiries and requests from members of the public, Council and other departments.
- Develops and delivers business cases, reports and presentations, standing in for the Branch Manager as required.
- Provides leadership and guidance to staff, including recruitment, succession planning, attendance management, labour relations matters involving discipline and grievances, health and safety and maintaining a respectful workplace, taking responsibility for escalated issues. Evaluates and reports on performance, coaches, mentors, provides training and development.
- Other duties as assigned.

**Qualifications**
Education and Experience:

- Diploma in Engineering, Public Works, Business, Commerce, or By-Law Enforcement preferably with a minimum of eight years’ related experience, or an equivalent combination of education, training and experience.
- Experience leading diverse and complex projects and moderate to large size work teams.
- Experience in by-law enforcement and interpretation, and parking policies.
- Experience managing a team of over 100 exempt and bargaining unit staff.
- Labour relations experience.
- Basic project management knowledge and experience.

Knowledge, Skills and Abilities:

- Comprehensive knowledge of safety regulations and procedures including WorkSafe BC regulations.
- Demonstrated knowledge of management principles, policies and practices including recruitment and selection, leadership, performance, attendance management and collective agreements.
- Demonstrate strong strategic, leadership, management and communication skills in order to motivate and direct a large operational team in a dynamic environment.
- Ability to build, coach and lead diverse and multi-disciplinary teams within a unionized environment.
- Proficiency with the MS Office suite of software.
