**OBJECTIVE OF THE JOB**
- Support and coordinate the achievement of Veolia's program objectives for the operation and maintenance of facilities to achieve target costs, on a whole life cost basis, to meet environmental, health and safety needs and business needs within target costs.
- Support the City of Winnipeg in the direction and management of the workforce responsible for the operation and maintenance of wastewater treatment facilities at three (3) major treatment facilities. Develop and implement asset management best practices covering human resources, physical assets, information assets and financial assets.
- Planning of activities and development of strategies for the implementation of investments and the provision of operation and maintenance services. Sponsor capital projects for major and minor improvements.
- Provide technical, operational and maintenance support through the development of contracts, design, construction and commissioning of capital projects related to the three (3) wastewater treatment facilities of Winnipeg.
- Develop and implement facility performance management strategies, including the establishment of key performance indicators and performance standards for the operation and maintenance of wastewater treatment facilities, with emphasis on customer focus.
- Implement environmental, safety, operational and emergency response procedures. Support continuous operational improvement and capital upgrades.
- Work on site and in the office with the Veolia Winnipeg team.
- Manage and direct Veolia's role in the operation and maintenance of the WSTP.
- Provide support to city project managers on the Winnipeg Wastewater Treatment Program (WSTP). Be prepared to take an active role in reviewing documents and attending meetings.
- Support and coordinate the Baseline Operating Target Cost (BOTC) model with respect to managing the entry of O&M costs into tracking mechanisms and updating the BOTC model in year 15 of the program.
- Assist WSTP in operational change management.
- Be part of the WSTP management team, including preparing documents/recommendations for the management team and providing advice/information and making decisions for key elements of the program.

**MAIN DUTIES / RESPONSIBILITIES**
- Review and assist in preparation of deliverables during the Project Initiation phase (e.g. Project Delivery Plan, Communication/Stakeholder management plans, Project Charter, etc.)
- Participate and provide recommendations to the Program/Management and Leadership
- Teams as part of a team of key individuals that manage the WSTP.
- Promote key concepts to the program such as inventory management, procurement improvements, reliability management, operation efficiency, life cycle cost assessment, and baseline operational target costs.
- Promote O&M and Asset Management best practices within the Program
- Participate/Manage the monitoring and review of O&M and asset risks to ensure successful project outcomes.
- Manage Program risks with respect to O&M and Asset Management.
- Understand the interactions/impacts between existing plant processes and new construction in order to provide strategic mitigation of risks.
- Provide or facilitate knowledge and expertise to the client in understanding and resolving technical issues relating to treatment process; construction or other technical areas.
- Develop and support the implementation of program strategies fostering “Best for Program” decisions.
- Attend Project/Program meetings regarding the WSTP to identify any cross risks.

**WORKING ENVIRONMENT**

Must use caution when moving or lifting office supplies.

Exposure to industrial and construction plant hazards including excavation, noise, heavy equipment, fumes and chemicals.

**Qualifications**
**Education/Experience**
- Degree in related Engineering discipline, or business, or equivalent related experience with completion of an accredited management course
- Project Management knowledge and experience
- Professional Engineer in the Province of Manitoba
- Minimum of 15 years’ experience with 10 years’ experience directly related to wastewater treatment facilities
- Must have previous experience with Program Management and business process quality control
- PC skills with expert working knowledge of MS Excel and Word.
- Ability to develop spreadsheets and modify formats in order to complete assignments.
- Working knowledge of ACONEX considered an asset
- Experience working in the Google Suite of office tool would be considered an asset
