**Lead Hand, Environmental Services**

Under the general supervision of the Supervisor, Environmental Services within established policies, procedures and guidelines assists the Supervisor in planning, maintaining and providing team leadership for the overall grounds maintenance, machinery operations and landscape development within Parks Operations.

**Niagara Parks offers a salary of $28.45 per hour to $34.98 per hour ($59,176.00 to $72,758.20 annualized) for this position, as well as a comprehensive benefit plan and defined benefit pension plan.**

**QUALIFICATIONS**:

- Completion of a Diploma in Environmental Management and Assessment or equivalent knowledge and experience.
- Valid “DZ” Driver’s License.
- Completion of a Horticulture Diploma considered to be an asset.
- Possession of a Mobile Crane Operator 0-8 Ton certificate considered to be an asset.
- Minimum of three (3) years of experience with Waste and Recycling practices, plus one (1) year on the job is required.
- Working knowledge of waste management procedures, programs, and equipment, preferably in a municipal setting.
- Working knowledge and education in ornamental horticulture considered to be an asset.
- Proven ability to provide group leadership.
- Ability to operate tools and mechanical equipment for Waste and Recycling and Horticultural duties.
- Great interpersonal and communication skills. Mechanical aptitude and ability to troubleshoot equipment problems.
- Basic knowledge and familiarity with computers, considered to be an asset.
- Knowledge and understanding of the Occupational Health and Safety Act.
- Ability to perform the physical requirements associated with this position.
- Willing and able to work overtime on short notice and to perform shift work necessary to fulfil the requirement of a seven-day operation.

**DUTIES AND RESPONSIBILITIES**:
**GROUP LEADERSHIP.**
- Provides strong leadership, guidance, and technical competence to carry out tasks for the daily operation of the Environmental Services department.
- Assists with the long term and short-term planning, monitoring, and assignment of work for regular, seasonal, and student employees.
- Organizes work schedules and documents weekly hours worked for payroll purposes.
- Assigns work to seasonal labourers, students, and full-time staff under the direction of the Supervisor.
- Identifies operational needs and recommends overtime for approval by the Supervisor.
- Provides first aid and prepares accident reports for Supervisor approval.
- Provides the Supervisor with input on employee year end appraisals.
- Provides daily work records and monthly lead hand reports.
- Conducts regular work inspections and records KPI data related to waste diversion, labour hours, fuel, and other records as required.
- Provides excellent customer service to internal and external stakeholders and staff. Co-ordinates work with other departments and third parties.
- Informs the Supervisor of tools and equipment that are needed, require repair, or require replacement; researches and writes specifications for equipment purchases.
- Plans for equipment maintenance and repair.
- Assists supervisors with records, paperwork, scheduling, and equipment evaluation.
- Fills in for supervisors in their absence or in the occurrence of alternate shifts.
- Administers team safety talks and works in accordance with the Occupational Health and Safety Act and all applicable legislature, policies, and procedures.
- Trains employees as required.

**OVERSEES AND ASSISTS IN THE MAINTENANCE OF ENVIRONMENTAL SERVICES PROGRAMS AND GENERAL PARKS OPERATIONS.**
- Provides knowledge of applicable theories, practices, and trends in recycling and waste disposal with emphasis on solid waste management, contract management, and waste facility operations.
- Transports employees and materials to site locations; purchase and picks up materials from suppliers and delivers to job sites.
- Develop and maintain the configuration of waste containers and collection routes using geospatial tools and route information.
- Co-ordinates the contracted service of waste haulers for pickups, bin cleaning, and service frequencies.
- Conducts clean-up and disposal of garbage using the garbage packer, sweepers and litter pickers for the grounds, concessions, and building areas.
- Leads environmental clean-up events to reduce the Park’s impact on the surrounding natural environment and minimize pollution in support of a mandate to environmental responsibility.
- Coordinates shipment of recyclables to local recovery facilities in an effort to increase waste diversion.
- Operates as project-lead to plan internal waste audits and outline future improvements to waste reduction programs that comply with the Environmental Protection Act and O. Reg. 347.
