**Main Purpose & Function**

The Case Manager II will report to the Manager of Organizational Health and Safety and work with assigned departments / employee groups to oversee complex workers’ compensation and non-occupational disability management cases. With a customer service focus, the incumbent will ensure complex disabilities are managed in an effective, timely and cost effective manner.

**Specific Duties & Responsibilities**
- Proactively manage complex occupational and non-occupational disabilities, with a focus on mental health
- Identify errors in WCB law and/or policy.
- Develop and coordinate complex suitable return to work and stay at work plans.
- Complete and submit WorkSafeBC Employer Reports of Injury.
- Manage substance abuse files and duty to accommodate cases in keeping with best practice, collective agreements, human rights legislation, duty to accommodate legislation and the adopted City’s approach.
- Determine, present and support the City’s position with respect to benefit entitlement.
- Prepare, represent and/or support the City in the appeal process and/or grievances as required for occupational and non-occupational cases.
- Work closely with management, unions and employees to ensure appropriate, safe, and timely return to work occurs.
- Implement complex early intervention strategies for an employee’s quick recovery and return to work.
- Consider and recommend evidence informed solutions that will achieve a durable return to work outcome based on best practice. Support recommendations with a reasoned cost benefit analysis.
- Liaise with physicians and other health care professionals.
- Maintain regular contact with injured/ill employees with a focus on reducing time loss durations.
- Work with WorkSafe BC to ensure the Board is proactive and complies with legislation.
- Identify overpayments, WorkSafeBC errors, subrogation and other administrative issues and liaise with providers and various City departments to correct.
- Other duties/responsibilities as assigned.

**Qualifications**

Education and Experience:

- Undergraduate degree or diploma and at least 5 years of experience in a similar role or an equivalent combination of education, training and experience.
- An allied health degree such as Kinesiology, Exercise Science/Physiology, Psychology, other related field is preferred.
- Valid Driver’s Licence.

Knowledge, Skills and Abilities:

- Demonstrated track record of managing disabilities and absenteeism.
- Proven ability to exercise sound judgement.
- Ability to listen non-judgementally to information presented.
- Ability to deal with emotions of people using sensitivity, tact and empathy.
- Ability to make adverse decisions that may have a negative financial consequence.
- A good understanding of medical terminology.
- Knowledge of physical and psychological rehabilitation and concurrent disorders
- Ability to prepare evidence informed case management plans including return to work plans.
- An aptitude to provide an outstanding experience for clients.
- Proven decision making and problem solving skills.
- Ability to perform functions of the position with mínimal supervision.
- Strong multi-tasking, time-management, negotiation and communication (verbal and written) skills.
- Strong diplomacy skills with an ability to be flexible and also give and take direction well.
- Excellent interpersonal skills and ability to build relationships with a broad range of stakeholders.
- Excellent documentation and time management skills.
- Strong computer literacy skills.

The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
