The Ministry of the Solicitor General, Ontario Provincial Police, and the Bureau Commander, Business Management Bureau are seeking a qualified individual to join our Procurement Services Section. In this exciting, rewarding and challenging opportunity, you will coordinate an effective and economical procurement and supply program covering a wide variety of goods and services in support of the program areas of the Ontario Provincial Police (OPP).

About Us:
The Ontario Provincial Police (OPP) is one of North America's largest deployed police services with more than 5,800 uniformed officers, 2,400 civilian employees and 830 Auxiliary officers. We provide essential services that ensure the safety and security of the people of the Province of Ontario. The OPP is a division of the Ministry of the Solicitor General, the largest operational ministry in the province with a presence in every community across Ontario. We are the largest police service in Ontario and the second largest in Canada.

The Business Management Bureau's Procurement Section coordinates annual procurement plans. The staff provide advice and guidance on procurement policy and assist in writing non-competitive procurement documents and formal requests for services/goods, i.e. RFX's.

The section is responsible for:

- Communicating procurement policy and process changes
- Providing procurement training
- Monitoring and auditing adherence to procurement policies
- Coordinating annual procurement plans
- Reviewing bureau and regional procurements
- Assisting with writing RFX's and non-competitive procurement documents
- Assist with Treasury Board approvals for large procurements

This includes procurement planning to support current, ongoing and future business requirements and to look for opportunities to aggregate spend and streamline the procurement process.

The Section ensures procurement approvals are in place with consideration to all costs and benefits associated with entering into a contract, assists with the writing of RFX's, non-competitive and second stage procurements and helps contract managers with contract management including managing spend, updating ProCon and contract issues.

**What can I expect to do in this role?**: As a member of the Procurement Services Team, coordinates an effective and economical procurement and supply program covering a wide variety of goods and services in support of the program areas of the Ontario Provincial Police (OPP). To provide administrative procurement services support to ensure procurements are completed in accordance to internal policy and the Ontario Public Service (OPS) Procurement Directive.

**How do I qualify?**:
**Mandatory**:

- Ability to pass an OPP background/ security investigation.

**Knowledge, Skills and Abilities**:

- Knowledge of the OPS Procurement Directive, the Delegation of Financial Management Authority (DOFMA) framework, OPP best practices and internal guidelines governing procurement activities.
- Ability to ensure appropriate processing methods are applied to all purchases, mathematical skills to prepare and evaluate pricing.

Personal computer software, Microsoft Suite, IFIS, Ministry programs and ability to utilize specialized in house software to prepare spreadsheets, analyze information, maintain databases and extract reports.
- Organizational and time management skills to prioritize, plan, and coordinate various procurement projects within established timeframes.
- Written, oral, interpersonal and customer service skills to deal with internal/external clients and vendors in the conveyance of accurate information regarding prices, discounts, and delivery dates. Written and oral communication skills to prepare quote template, contractual agreements, provide specific details to vendors on purchase requisitions and client requirements regarding commodity ordered.
